The city of Laredo, Texas, held a nonpartisan special election for city council on March 7, 2015. Because no candidate received a majority in the special election in March, a runoff election between the top two candidates took place on April 25, 2015. The filing deadline for candidates who wished to run in this election was January 5, 2015.[1]
The city held the special election to fill the District 7 seat of former council member Jorge Vera, who was recalled from office on November 4, 2014, following his arrest for drug possession on August 1, 2014. A total of six candidates filed for the seat. One of these candidates, George J. Altgelt—who ended up winning the seat in the runoff election—initiated the recall effort that eventually led to Vera's removal from office.[2]
Laredo last held an election for city council on November 4, 2014. Consequently, the issues that shaped that election, such as public safety, economic development and access to potable water, spilled over into the city's 2015 special election.[3][4][5] You can read more about these issues here.
Another important issue in Laredo's 2015 special election, however, was the selection of a new city manager. Originally, the Laredo City Council had planned to move forward with selecting a new city manager before the District 7 election. On February 23, 2015, the council voted five to two in favor of postponing the hire until March 11. The decision was intended to allow the winner of the special election on March 7, 2015, to weigh in on the candidates for city manager.[6] After the District 7 race proceeded to a runoff, the council decided not to postpone the hiring process further. It selected a new city manager on March 24, 2015.[7]
