Biography

Rick Padgett was born in Virginia Beach, Virginia. He served in the U.S. Army from 1980 to 1983. Padgett retired from law enforcement after 35 years. He received Mandated Credentials through the State of NC, Advanced Credentials and Certification through the NC Attorney Generals Office, and Advanced Credentials and Certification through the NC Sheriffs Training Standards.[1]

I am a Common Sense Republican. I support the US Constitution as written by our county forefathers. I am a retired law enforcement officer retired with 35 years of experience. I retired as Captain of Administration Service for a 475 member Agency. Previously served as the Training Commander of the same employees. Served twice as the Internal Affairs Officer as the Sgt and later as the Captain. I supervised Special Services, Community Service, School Resource Officer Program, providing safe schools for the School System. I initiated and managed numerous security searches throughout the Public-School System that lead to the recovery of a record number of weapons from knives to firearms from 2009 -2012. During this time, I also supervised the Crisis Intervention Unit as This included everything from Domestic Violence to alcohol and drug-addicted and their victims. I believe through strong leadership America has made a huge comeback and I can be part of that leadership. We must return the NC Senate to the Super Majority that as Super-majority guaranteed North Carolina and our success. I believe Term Limits are needed as no one should receive lifetime compensation as a career politician. I'll be the Common Sense Leadership we need.

1.Mental Health Legislation to support the need to create a positive change to help those in need. To address what incumbent politicians have ignored for years. 2, Securing More Opportunities for Education for students and support Teacher incentives and bonus / raises and creating a safer (Safe Communities) and more responsible environment they are forced to teach in. Step level pay should be mandated by law for teachers. 3. Restricting the nonprofit status of hate groups sheltered by dummy corporations that hide their owners. Stripping organization who unlawfully act in accordance to hate and anger of any nonprofit status.In 2011 I had a life changing experience while working in the southwest part of Durham. A 17-year-old Black Male and a group of friends were walking to their hotel. A Hispanic male visitor from Texas was on his way to his hotel room. This is when both worlds collided. As they passed each other racially charged words were exchanged. The Hispanic male pulled out a 9 MM shot and killed the 18-year-old and another 17 year old. I was within 100 yards of the shooting and arrived on scene with in seconds. the Shooter fled. While rendering first aid to him I heard and saw his phone ring with the words MOM non stop flashing. His phone was on the concrete next to him. As I begged him to hang on a single tear dropped from each eye and he took his last breath. While such a tragedy happened I am glad I was there and to tell him he was loved and to pray for him.
I don't think any one example can be an example to follow. I think it is a totality of many examples from those you love, honor and respect. If I had to apply a name, I would say my grandfather. He was a man of Integrity, character and faith. He never went so high he did not remember how to get back to who he had been all his life. He recognized that it was life's little gains that were as significant as the big ones. He would always help those willing to help themselves and expect nothing in return. He worked with those with mental illness and from time to time provide a place for them to stay when their struggle became extremely difficult. He would help an get them back where they would need to be. He was truly who he projected to be and nothing less.
Art of the Deal- maybe since the mediation and negotiation is a key factor to getting things done. Agree where you agree and then work on things you do not agree on. Sometime you will find you agree on more than you don't agree on.
Integrity / Credibility / Honesty / Leadership Quality / Dedication / Understanding and Compassion
To be a successful officeholder you have to be a Coach, Communicator, Developer, Strategist, Visionary, technician, Adviser, Collaborator, and a Decision Maker. All of this along with being understanding, compassionate and truthful. A successful office holder will reach for help when they need it and take the losses while sharing the victory. They will be the loving spouse and a caring father or mother to their children. Through it you will remember the people who got you where you are and never forget it it's a quick fall to return to where you come from or where you have been. They will Love God, Family and Country. They will always represent themselves in in a manner for which all other would be proud to be associated with.
In order to be effective, elected officials must work as part of a team to establish a shared vision for the future, develop goals and plans that make that future possible, and work with their colleagues and constituents to enact the local policies and laws that will ultimately lead to accomplishments for the areas represented and even across the state.
Legacy of Love, Laughter and family. One who has taught to be all we can be to the best of my ability. One who can be used as a positive example for someone who really needs it. I's not what you take with you when you go but how you leave things when your gone.
I remember Robert F. Kennedy's Assassination. I was 7 years old. I was not understanding it for the most part. Could not understand why someone would want to kill someone because they did not like him. I did not understand the grasp of politics at age 7. What I did understand is that I wanted to learn more but would only be told little due the violence of the assassination. My first school book report was done on Robert F. Kennedy (Bobby). As I studied him, I found his love for life and fight for the little guy was one that encumbered a sense of compassion and love for his fellow men and women. His keen sense of value driven compassion was nothing less than heroic. His loyalty to family was admirable but his loyalty America was phenomenal. After his brother's assassination he was willing to continue to fight for the American Dream as he ultimately died for it. America had already gone through relentless struggles with the previous assassinations of John his brother and Dr. Martin Luther King. while I don't remember the previous, I will never forget watching Bobby Kennedy's train travel across country and love of a nation who was in mourning.
I worked for Winn Dixie Grocery age 15 to 17 while in High School. I worked 30 to 40 hrs per week. I then began working in the Mental Health profession working both jobs while in High School until joining the Military.
Can't Hurt Me - For David Goggins, childhood was a nightmare - poverty, prejudice, and physical abuse colored his days and haunted his nights. But through self-discipline, mental toughness, and hard work, Goggins transformed himself from a depressed, overweight young man with no future into a US Armed Forces icon and one of the world's top endurance athletes. The only man in history to complete elite training as a Navy SEAL, Army Ranger, and Air Force Tactical Air Controller, he went on to set records in numerous endurance events, inspiring Outside magazine to name him The Fittest (Real) Man in America.

In Can't Hurt Me, he shares his astonishing life story and reveals that most of us tap into only 40% of our capabilities. Goggins calls this The 40% Rule, and his story illuminates a path that anyone can follow to push past pain, demolish fear, and reach their full potential.
I don't really look to wanting to be a fictional Character. However my favorite character is Batman. Batman story is about saving society from the bad.

As a child I grew up with an Abusive Father who was not a drinker but suffered from Mental Illness and never recognized it. He was never a drinker but he was never a committed father or husband to my mother. He was very violent toward my mother. While the struggle was real it prepared me for life and the struggles along the way. It taught me there are no excuses for failure and no tame to blame others. We can all decide to turn out because of it or in spite of it. I chose in spite of it. It allowed me to relate to the children I met along the way in my career. To understand their fear and life disappointments. To coach and console, them when things were tough and they felt they had nowhere to turn. My time in the military taught me if you refuse to move forward in trying times that times will pass you by and then your just another statistical victim. To be successful you can't allow what has happen to define what will happen. We all have to be responsible and hold ourselves accountable for what we do and how we act in a time of crisis. Sometime you have to remember that when your all alone in the dark that no one is coming and it is up to you to get up turn the light on and help other get to a brighter and better place.
The legislative is the arm of the state is the North Carolina General Assembly. They enact general and local laws that promote the best interests of the state, and establish rules and regulations governing the conduct of the people. The North Carolina State Senate is the upper chamber of the General Assembly of North Carolina. Alongside the North Carolina House of Representatives, it forms the legislative branch of the North Carolina state government and works alongside the governor of North Carolina to create laws and establish a state budget. Legislative authority and responsibilities of the North Carolina State Senate include passing bills on public policy matters, setting levels for state spending, raising and lowering taxes, and voting to uphold or override gubernatorial vetoes.
Not always too many time experience means lifetime politicians making a living off the public dime. Professional politicians tend to take short cuts as they learn the who's who within the political system. Much of it balances well in their favor first and foremost. Term limits to eliminate professional politicians can easily return the government back to the people.

The distance in beliefs of the two parties and the political domination of judicial gerrymandering of the judicial system and voting districts as they ignore rule of law and the actual intent of the written NC State Constitution. Governor Cooper is a huge issue with his partisan politics and ignoring the voters will on a consistent basis. When voter vote i a state referendum it should become rule of law and not a Veto over the vote that is a rule of socialism. One that is based on the respect and not the difference of personal emotions driven by the many special interests. There has to be an ability to resolve issues where there is a common ground and to bring issues to the table where there is not. BACKGROUND: Unfortunately, there are many hate groups sporting non-profit cover in their efforts to promote their personal beliefs and visions of North Carolina. Unfortunately, the Governor and Senator types like Mike Woodard have ignored the Blue-Collar worker and placed their socialism values in front of the working-class North Carolina voters. They pursuit for power outweighs the best interests for North Carolina. Their big support from Big Pharma and the Insurance industry does not allow them their own thoughts as they are bound to those dumping money into their campaigns. Unfortunately, this pushes the working class further down the ladder while special interest wins the day. Non-profits need to be held accountable and stripped of their non-profit status if they are involved with questionable affiliations of politically violent or corrupt nature.
Yes, Working together on issues of the public for its over all good best represents everyone.

Captain Padgett testified in the murder trial of Gabriel James Gamez Tuesday that he urged Darrell Turner to hang on, that his mother loved and needed him, but Turner appeared to take his last gasp as he held Turner's hand. Gamez, 24, is standing trial for first degree murder in the death of Darrell Turner, 18, and the wounding of Thomas Woodson and for shooting and attempting to kill their five teammates June 23, 2011. Turner, an 18-year-old high school football player from Pennsylvania, had gone to dinner with teammates when he was shot and killed as they were walking back to their hotel. Gamez, 24, who is from San Antonio, Texas, was staying at another hotel in the area. He, too, had just eaten at a different restaurant when he crossed paths with the football players in front of the AT&T store in the Patterson Place shopping center near the I-40/U.S. 15-501 interchange. Padgett told jurors he had driven around the Kanki Japanese Steak House next to Outback when he heard five or six loud shots, then heard screaming. As he drove his unmarked SUV between the two restaurants, he saw several young men running toward him, yelling someone had been shot. He drove across Mt. Moriah to the AT&T parking lot, where he saw a 17- or 18-year-old male victim on the ground. The teenager was struggling to breathe, Padgett said. He tried to help Turner, as he radioed for help, relayed a description of the shooter and looked to make sure the shooter wasn't returning. The teen's eyes were open and he was unresponsive, Padgett said. I took him by the hand and assured him that his family needed him to be there, that he was a very important part of their life and he needed to be there," Padgett said. A cell phone on the ground next to Turner kept ringing. Padgett said the phone showed "mom" was calling. "I kept saying, 'Hang on. Your mommy loves you Turner's breath became shallow as the ambulance arrived Padgett said. --------Darrell died and since then his memory has been with me.
