Barkenhagen's campaign website highlighted the following issues:

Ethics and Campaign Finance

Ethics reform and campaign finance reform need to be a priority. We need to get the special interests out of politics. In order to do that, first we need to change the way we fund our campaigns. I am in favor of a form of public funding for all campaigns. All campaign contributions would go into a fund, and all candidates on the ballot would split the money from that fund. This would assure that candidates are not beholden to big contributors, and all the campaigns would be funded equally. I do not think we need to go the the extreme of limiting outside income for legislators, but there should be a transparent system to make sure that any outside income is legitimate.

Minimum Wage

The deal in the 2016 New York State Budget to raise the minimum wage to $15 an hour was a good first step , but it falls short of bringing a living wage to all New Yorkers. The multi-tier solution will raise the minimum wage in the 114th district to $12.50 an hour by 2021. I believe we could raise it higher and quicker if we offered small businesses tax incentives to offset the costs. The cost of doing business in New York is too high already, if we want business owners to raise wages, we need to lower their cost of being in business. Workers need a living wage, but small businesses should not have to cut back or close in order to achieve it.

Education

The 2016 New York State budget took a couple of small positive steps by increasing education funding and getting rid of the Gap Elimination Adjustment, but I believe we can go further. I would like us to fully fund our schools, and stop burdening them with unfunded mandates. We need to trust and empower our teachers to do their job. Let us implement common sense education, not Common Core.

Health Care

I believe we need to make Single Payer Health Care the law in New York State. I fully support The New York Health Act, Assembly Bill A05062, sponsored by Assemblyman Gottfried. I hope that the New York State Senate will soon adopt it as well.

Environmental Responsibility

Clean water has become a big issue locally and nationwide. With the recent discovery of PFOA’s in Hoosick Falls, I believe we need to test the water of every municipality in New York State for PFOA’s. We should follow the lead of our neighbors in Vermont, and set our acceptable level at 20 parts per trillion. We should also be testing for lead and copper every year instead of every three years as is now require by the Department of Health. New Yorkers need to know that their drinking water is safe.

We should also have a moratorium on oil trains passing through New York State until they can find a safe way to transport the oil.

Not only should we continue the ban on hydrofracking, we should also ban any fracked oil from passing through New York State.[1]
