Five seats on the School District U-46 Board of Education were up for general election on April 7, 2015. Four of the seats were up for election to four-year terms. One was up for election to a two-year term.[1]

Incumbents Maria Bidelman, Amy Kerber, Linda Campos-Moreira, Traci D. Ellis and Jennifer Shroder were up for re-election. Bidelman, Kerber and Campos-Moreira did not file to run for re-election. The race for the four four-year term seats featured incumbents Ellis and Shroder and the following seven candidates: Lawrence "Larry" Bury, Phil A. Costello, Susan E. Kerr, Ed Novak, Arisleyda Taylor and Jeanette Ward. Ellis triumphed in that race, along with newcomers Costello, Kerr and Ward. Brian Sauvageau originally filed to run in that race, but he withdrew his name from the ballot.[2]

Two candidates, Cody Holt and Kai Rush, ran for the two-year term seat.[1][3] Holt, an insurance salesman, defeated Rush.[2]

School District U-46 is located in Kane County, Cook County and DuPage County in northeastern Illinois. The county seat of Kane County is Geneva, the county seat of Cook County is Chicago, and Wheaton is the county seat of DuPage County. In 2013, Kane County, Cook County and DuPage County were home to 523,643, 5,240,700 and 932,126 residents, respectively, according to the United States Census Bureau.[4][5][6] During the 2011-2012 school year, School District U-46 was the second-largest school district by enrollment in Illinois and served 40,687 students.[7]

Demographics

All three counties outperformed the rest of Illinois in terms of higher education achievement in 2013. The United States Census Bureau found that 31.7 percent of Kane County residents, 34.7 percent of Cook County residents and 46.3 percent of DuPage County residents aged 25 years and older had attained a bachelor's degree compared to 31.4 percent for Illinois as a whole. The median household income for Kane County was $69,530, for Cook County was $54,548 and for DuPage County was $78,487, while it was $56,797 for the entire state. The poverty rates in Kane, Cook and DuPage Counties were 11.1 percent, 16.9 percent and 6.9 percent, respectively, compared to 14.1 percent statewide.[4][5][6]

Voter and candidate information

The School District U-46 Board of Education consists of seven members elected at-large to four-year terms on a staggered basis every odd-numbered year.[3] A general election for four full-term seats was held on April 7, 2015. A fifth seat was also on the ballot in 2015 for an unexpired two-year term.[1] In April 2013, three seats were up for election.[14]

School board candidates must be at least 18 years old, registered voters and residents of the district for at least one year prior to the election.[3] To get on the ballot, school board candidates had to file a notarized statement of candidacy and notarized nominating petitions with the Kane County Clerk's Office during the filing period. The filing period began December 15, 2014, and ended December 22, 2014. The nominating petitions had to include the signatures of 50 voters residing in the school district and could not be circulated until September 23, 2014.[15]

To vote in this election, voters had to register with the Kane County Clerk's Office by March 10, 2015. Early voting was available for registered voters starting March 23, 2015, and ending April 4, 2015.[15]

Brian Sauvageau withdrew his candidacy for a four-year term in February 2015. Because of this, his name did not appear on the ballot.[16]

Endorsements

The Daily Herald endorsed incumbents Traci D. Ellis and Jennifer Shroder and challenger Lawrence "Larry" Bury for the four-year term seats and challenger Kai Rush for the two-year term.[17]

Shroder endorsed five of her fellow candidates, including Ellis, Bury and Rush and challengers Susan E. Kerr and Arisleyda Taylor.[18]

The organization New You46 endorsed challengers Phil A. Costello, Ed Novak, Jeanette Ward and Cody Holt.[19] Walsh Freedom also endorsed Novak, Ward and Holt.[20]

Bury was further endorsed by the Elgin Teachers Association, State Representative Anna Moeller (D), State Representative Fred Crespo (D) and State Senator Michael Noland (D).[21] Costello was additionally endorsed by State Representative Christine Jennifer Winger (R).[22]

Campaign finance

School board candidates in Illinois are only required to file campaign finance reports if they accept contributions or make expenditures in excess of $5,000 in a 12-month period.[23]

Candidates received a total of $5,180.00 and spent a total of $0.00 in the election, according to the Illinois State Board of Elections.[24]

The candidates who ran for a four-year term reported a total of $3,300.00 in contributions and no expenditures.[24]
