Expand all | Collapse all

I am a Christian, Conservative Republican. I am a retired USAF full Colonel, a retired law enforcement officer, a former state senator, a former CEO of a small corporation, a husband and father of seven grown children. I am not a RINO, liberal or politician. I am a statesman who believes in morality and the federal Constitution. I stand for small, efficient government that abides by the limitations of the Constitution. I am absolutely Pro-Life, and believe we must decrease taxes and government intervention in the private sector.
  • I am Pro-Life, and Will work to abolish abortions.
  • I believe government must act within the limitations of the Constitution.
  • The actions of government in response to the so-called pandemic must be investigated for possible violations of our constitutional rights.
I support Pro-Life policy. I also support limiting the intrusiveness of government in accordance with the Constitution. I am pro small business, family and home schooling. I staunchly endorse all policy initiatives supporting the Second Amendment.
I look up to George Washington, because he was a man of religious faith who persevered against frightening odds for the betterment of his fellow man. He was an inspired leader who saw the lasting value in believing in something greater than one’s self.
An elected official must remember he/she is a servant of the people. And as a public servant he/she is limited in power and scope of authority by the constitution and the general laws of morality.
I have 44 years of experience as a public servant at all three levels of government. I have a developed sense of morality, patriotism and conservative values. I am a trained and tested leader with military combat experience and developed administrative skills. I have the brains and guts to act and get things done.
The Rise and Fall of the Third Reich by William Scherer. This book gives a detailed history of the events in 1930’s Germany. The lessons learned about that part of history are very relevant today.
The Governor and legislature must remember their respective roles and absolutely refrain from intruding into each other’s areas of responsibility. Unwarranted executive influence on the legislature results in distorted legislative voting outcomes. This works in contravention of the constitutional right of the people to open representation via their elected legislators. Unwarranted pressure and lack of support via the legislature directed at the executive branch damages the communication and cooperation needed between the two branches of government necessary to effective law making.
Idaho’s greatest challenges will be restricting the growth of state government and limiting its powers to be in compliance with the state constitution, and resisting the acceptance of federal funding with its many restrictions and controls that weaken state sovereignty.
Our current government structure is traditional, and it functions within acceptable parameters. Having two legislative bodies encourages the expression and debate of potential legislation from diverse perspectives. This approach is often lengthy and frustrating. But it is an approach yielding the best and most sound final decision on the making of law.
Experience in one’s field is always helpful and yields better performance. However, prior experience should not be a prerequisite to holding office. One must first gain entry to a field to be able to accrue experience.
It is beneficial to build healthy relationships in order to facilitate the openness and reliability of the law making process. Good relationships encourage greater levels of involvement and the generation of fresh ideas in law making.
Redistributing should be accomplished in accordance with existing federal and state laws. Adherence to these laws preserves the constitutionality of the final results. Political gerrymandering in this process, which is common, should be strictly prohibited.
I desire to serve on the health and Welfare Committee as it needs serious attitudinal reform to bring back a more conservative stance to that body.
The legislature should grant and oversee the use of emergency powers by government. The conditions of use and the limits of emergency power (generally executed by the executive branch) must be strictly defined within the state constitution and supporting laws. The legislative branch is the representative body of the people. It must therefore oversee compliance with applicable constitutional restrictions and applicable laws in an emergency. Violations of legal restrictions of emergency powers should be referred by the legislative branch to the judicial branch for enforcement action. We must remember there is no emergency clause in the Bill Of Rights that would suspend our constitutional freedoms. Government must be kept in check at all times.
Yes and no. I will not compromise on issues of morality or constitutional principles. I will compromise in good faith if doing so betters the chances of improving the state of condition of my constituents that fall within the purview of government.

Scorecards

See also: State legislative scorecards and State legislative scorecards in Idaho

A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.

Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.

Click here for an overview of legislative scorecards in all 50 states.  To contribute to the list of Idaho scorecards, email suggestions to editor@ballotpedia.org.

February 2018 ethics complaint

Idaho State Sen. Maryanne Jordan (D) filed an ethics complaint against Foreman after a tweet from an unverified account in Foreman's name told University of Idaho students to "go talk about killing babies with Maryanne Jordan." Planned Parenthood of Greater Washington and North Idaho public affairs director Paul Dillon said the students were at the Capitol to lobby for birth control and sex education legislation, not abortion. The account tweeted that it was not affiliated with Foreman and went offline.[10]
