Biography

Michael Newgard was born in Portland, Oregon. He began serving in the U.S. Army in 2010. He earned a bachelor's degree from Oregon State University in 2007. His career experience includes working as a pilot, management analyst, and deputy clerk. Newgard has been affiliated with Oregon Association of County Clerks, the Shriners, Veterans of Foreign Wars, the American Legion, the Army Aviation Association of America, NRA, National Guard Association of the United States, OSU Alumni Association, and DeMolay International.

Who are you? Tell us about yourself.

Meet Republican Michael Newgard, a decorated veteran, devoted family man, and steadfast community servant. His roots in our community run deep, heading up the property tax appeals office in the Clackamas County Clerk’s office and writing the county Clerk’s budget. He has the experience in finance and accounting to dive into state oversight of spending with integrity and foresight.

Beyond 9 to 5, Michael serves as a MEDEVAC helicopter pilot in the Oregon National Guard. Whether conducting high-risk rescues on the rugged slopes of Mt. Hood, battling ferocious wildfires, or responding to floods and other natural disasters, Michael’s courage under pressure safeguards our homes and families. His patriotism extends beyond our borders as well, having served in Syria flying for US and NATO forces, earning numerous service medals for his gallantry and expertise.

Michael’s life of public service, military valor, and community engagement demonstrates he’s a dedicated servant leader who embodies Republican values. Please list below 3 key messages of your campaign. What are the main points you want voters to remember about your goals for your time in office?

• A local candidate focused on your priorities. I’ve lived in Milwaukie my entire life, from being born in Oregon to raising my diverse family in the same community I grew up in. As a fourth generation Milwaukie resident, I understand our neighborhoods and want your family to enjoy them with the same inclusion and opportunity I’ve experienced.
• Culture of service. As a MEDEVAC helicopter pilot who has served in Syria, fought Oregon wildfires, 2020 Pendleton flooding rescues, and evacuated injured hikers from Mt. Hood and the Cascades, I have answered the call of public service. I’m ready to answer again as your next State Representative.
• Crime and vagrancy must be addressed. There’s nothing compassionate about allowing the mentally ill and addicted to go unsheltered and untreated. We need to start enforcing any laws that provide an opportunity to approach treatment as an alternative to punishment.

What areas of public policy are you personally passionate about?

Voter-approved bond measures have caused massive property tax increases that are making housing more expensive for everyone. I’ll work to reform the loopholes that exempt certain bonds from compression and introduce legislation to require a 3/5 majority vote for any bond measure that raises revenue.

Who do you look up to? Whose example would you like to follow, and why?

I deeply admire Mark O. Hatfield for his unwavering commitment to integrity and public service. As a U.S. Senator and Governor of Oregon, his principled stance on key issues, such as his opposition to the Vietnam War and advocacy for civil rights, demonstrated a rare blend of courage and compassion. Hatfield's ability to maintain his moral convictions while navigating the complex landscape of politics is a source of inspiration, reminding me of the impact that ethical leadership can have on society. His legacy continues to motivate me to pursue my own goals with dedication and integrity.

Is there a book, essay, film, or something else you would recommend to someone who wants to understand your political philosophy?

Between a rock and a hard place by Mark O. Hatfield.

What characteristics or principles are most important for an elected official?

Honesty, integrity, and accountability.

What qualities do you possess that you believe would make you a successful officeholder?

I believe my integrity, accountability, and dedication would make me a successful officeholder in the Oregon Legislature. My commitment to honesty ensures that I will make decisions based on what is right and just, rather than what is politically expedient. By holding myself accountable, I will foster trust and transparency with my constituents, ensuring they feel heard and represented. My dedication to public service means I will work tirelessly to address the needs and concerns of the community, striving to create positive and lasting change. These qualities will help me navigate the challenges of legislative work and serve Oregon effectively.

What do you believe are the core responsibilities for someone elected to this office?

To look out for the best interests of all Oregonians.

What legacy would you like to leave?

I aim to leave a positive and lasting impact from holding public office by helping Oregonians afford and live the American Dream once again. This means focusing on creating policies that ensure affordable housing, access to quality education, and well-paying jobs for all. I am dedicated to addressing the cost of living, reducing crippling personal and property taxes and taxes on businesses, and supporting small businesses to foster economic growth. By prioritizing these areas, I hope to create an environment where every Oregonian has the opportunity to achieve financial stability, pursue their aspirations, and enjoy a higher quality of life.

What is the first historical event that happened in your lifetime that you remember? How old were you at the time?

Several historical events have occurred in my life time, but at seventeen years old the events of 9/11 had the most profound impact on me, compelling me to join the military. Witnessing the tragedy and its aftermath, I felt a deep sense of duty to protect and serve my country. The attacks highlighted the fragility of peace and the importance of defending our freedoms. This pivotal moment shaped my worldview, instilling in me a commitment to national security and a broader understanding of global conflicts and the value of international cooperation. Joining the military allowed me to contribute to the safety and resilience of my nation, driven by the desire to prevent such tragedies from recurring.

What was your very first job? How long did you have it?

My first job was at the Sunshine Pizza Exchange when I was in high school, where I began as a pizza maker. It was a lively environment filled with the aroma of fresh dough and melting cheese. I learned the art of crafting perfect pizzas, from rolling out the dough and spreading the sauce to layering toppings just right and sliding them into the oven. The experience taught me the importance of teamwork, attention to detail, and time management, as we worked together to meet customer orders during busy shifts. It was a foundational experience that instilled in me a strong work ethic and a love for good food.

What is your favorite book? Why?

"Ready Player One" is my favorite book because it seamlessly blends a thrilling adventure with a rich tapestry of '80s pop culture, creating an immersive and nostalgic experience. The protagonist's journey through the virtual world of the OASIS is not only exciting but also filled with clever puzzles and references that relate deeply with me. The book's themes of perseverance, friendship, and the impact of technology on society are thought-provoking and relevant to today. Ernest Cline's imaginative storytelling and vivid world-building make "Ready Player One" a captivating read that I can revisit time and again.

What is something that has been a struggle in your life?

While we all face challenges, I prefer to focus on the positive aspects and the lessons I've learned along the way. I'm happy to share some of the ways I've grown and what motivates me to keep moving forward and improve myself.

What do you believe is the ideal relationship between the governor and state legislature?

When they are of opposite parties and are must compromise for solutions that benefits ALL Oregonians.

What do you perceive to be your state's greatest challenges over the next decade?

Housing/homelessness, public safety, taxes/property taxes, and cost of living.

Do you believe that it’s beneficial for state legislators to have previous experience in government or politics?

No. I think some of the best leaders come from outside of government and politics. It's the about the ability to bring people together, compromise, and come to agreeable solutions for the most part.

Do you believe it’s beneficial to build relationships with other legislators? Please explain your answer.

Absolutely. Building relationships is essential for effective collaboration which fosters a better atmosphere to negotiate and compromise in passing legislation.

Cultivating good relationships with other legislators is crucial during committee work, floor debates and in securing votes for key pieces of legislation.

Another important part of building relationships with other legislators is attempting to bridge the gap between parties to reduce partisanship and encourage a more cooperative legislative process.

Diverse backgrounds in legislative bodies brings a wealth of expertise, by engaging with other legislators in positive manners - insights and knowledge can be gained to enhance understanding of complex issues brought before a legislative body and in turn lead to better informed decision making when crafting legislation.

Collaboration amongst legislators also enhances service to various constituencies, building a relationship with another legislator can help address issues in different parts of the state effectively as well as work on shared issues.

Are you interested in running for a different political office (for example, the U.S. Congress or governor) in the future?

I would like to meet personal goals in the legislature first before considering such a move. Oregon is in dire need of change.

Both sitting legislators and candidates for office hear many personal stories from the residents of their district. Is there a story that you’ve heard that you found particularly touching, memorable, or impactful?

During my tenure on the Board of Property Tax Appeals, I've encountered numerous heart-wrenching stories from constituents struggling to afford their homes amidst rising property taxes. One particular case that stands out involved an elderly couple on a fixed income who faced the devastating reality of potentially losing the home they had lived in for over forty years. They shared how the escalating taxes had outpaced their modest pensions, leaving them with difficult choices between essential expenses like medication and utilities. Sadly, I have many more personal stories like this. These personal stories underscore the profound impact of property tax increases on our community, highlighting the urgent need for more equitable and sustainable tax policies.

Should the legislature oversee or grant the use of emergency powers?

Yes. While the executive branch often needs or requires flexibility to respond swiftly in times of emergency, legislative oversight or involvement to grant those emergency powers is critical for maintaining balance between the branches of state government. It helps to ensure accountability and protecting democratic principles that our nation and state are founded upon. This granting of emergency powers by the legislature ensure a process that ensures emergency measures are justified, effective, temporary, and most importantly keeps public safety and civil liberties at the forefront.

What is the first bill you would introduce if elected?

I would start by drafting comprehensive legislation that clearly outlines the application of Measure 5's property tax caps to new public bond measures.

What organizations or individuals have endorsed your campaign?

To date: Oregon Minority House Leader, Rep. Jeff Helfrich, and the Oregon Gun Owners Coalition.

What are your views on financial transparency and government accountability?

Oregonians deserve a state government that treats their tax dollars like hard working families do, with the utmost care and respectful stewardship to stretch those dollars.

Continual state kicker tax refunds tell us that the state government collects too much from hardworking Oregonians. State government should budget more wisely - or better yet, give that money back to Oregonian families who can spend it better than the state can.

Do you support or oppose changes to the current state ballot initiative process? If so, what kind of changes would you consider?

The initiative process is a cornerstone of direct democracy and is historically an important part of Oregon's progressive roots. I fully support the ballot initiative process and believe there's always room for improvement where reform could enhance effectiveness, fairness, and transparency.

One change worth exploring is the positives and negatives of allowing secure electronic signature collection for ballot initiatives in this day age that could make the ballot initiative process more accessible and reduce logistical challenges of gathering physical signatures. Also being able to tie signature verification with the centralized voter registration system would further improve the logistical process of signature gathering.
