Brian Sandoval was considered a potential Republican candidate for the office of President of the United States in 2016. He did not declare a run. Sandoval is the Governor of Nevada. He was first elected in 2010 and was sworn into office January 3, 2011. Sandoval won a second term as governor in 2014.[1] According to Politico, Sandoval is "frequently mentioned as a potential 2016 vice-presidential candidate."[2] Seventeen presidents have also served as governors.[3]

  • According to the Cato Institute, Brian Sandoval opposed a "business 'margin tax' on the Nevada ballot in 2014." The measure was defeated.[4][5]
  • According to the Cato Institute, Sandoval "came into office promising no tax increases, and he specifically said that he would not extend temporary tax increases that had been enacted in 2009. But he reversed course and signed into law a two-year extension of the increases, which included higher sales taxes, higher business taxes, and business license fees. He recently said that he wanted to extend the 'temporary' tax increases through 2015."[6]

  • In September 2012, Brian Sandoval said, "I will be supportive of collective bargaining reform particularly one of the things I’m supportive of is the sunshine laws and making collective bargaining negotiations and deliberations open to the public. I think that would improve things immensely."[7]
  • According to NV.gov, "In his first executive order as Governor, Sandoval imposed a one-year freeze on all regulations and required the Cabinet to thoroughly review the entire regulatory framework of the state. During the freeze, all regulations were reviewed to determine if they were still necessary, to identify any adverse impact on business, to clarify language and address duplication or inconsistencies, and to determine if the public value outweighed the cost of the regulation itself. ...As a result of the review, 654 different rules will now be repealed. The lion’s share comes from agencies that impact businesses and individuals directly – 137 regulations in the Department of Business and Industry, 120 in the DMV, and 95 in the Department of Taxation."[8]
  • Sandoval said, "With my executive order, I established a set of regulatory priorities for this administration – namely, to protect the health and welfare of the people of Nevada without discouraging economic growth. I am pleased to report that as a result of my executive order, we are now poised to repeal, condense, or modernize over 1700 regulations."[8]

  • In July 2013, Brian Sandoval went on a three-day trade mission to Mexico. He said, "Economic development and growing jobs is one of my top priorities as Governor. Mexico is Nevada’s fifth largest export/import country and there is immense potential to fortify our existing partnership. This trade mission provides a great opportunity to strengthen our relationship and enhance economic opportunity both for us and for Mexico. I look forward to speaking with and learning from the individuals we will be meeting with during the mission."[9]

  • According to the Cato Institute, Brian Sandoval "proposed a 9 percent cut to the budget for fiscal 2012, and the legislature ending up approving a cut of about 5 percent. State government employment has fallen 4 percent under Sandoval."[6]

  • During his 2013 state of the state address, Brian Sandoval said, "I believe we must ask certain Medicaid patients to make a modest contribution toward the cost of their own care. And I will insist that Nevada be able to opt-out of the Medicaid expansion program in future years, should circumstances change. Beyond Medicaid, my budget provides additional funding for our state’s most vulnerable citizens. It includes more support for autism and early intervention services, piloting 24/7 mental health care in southern Nevada, and increased community based services for Nevada’s disabled and senior citizens."[10]

  • In September 2014, Brian Sandoval "called for a continued U.S. presence in the country through military advisers," according to The Reno Gazette-Journal.[11]

First Amendment to the U.S. Constitution
  • In April 2014, Brian Sandoval criticized the Bureau of Land Management for creating a "First Amendment Area" while they rounded up cattle in federal lands. He said, "Most disturbing to me is the BLM’s establishment of a 'First Amendment Area' that tramples upon Nevadans' fundamental rights under the U.S. Constitution. To that end, I have advised the BLM that such conduct is offensive to me and countless others and that the 'First Amendment Area' should be dismantled immediately. No cow justifies the atmosphere of intimidation which currently exists nor the limitation of constitutional rights that are sacred to all Nevadans. The BLM needs to reconsider its approach to this matter and act accordingly."
Second Amendment to the U.S. Constitution
  • In 2013, Brian Sandoval vetoed SB 221, which, among other things, would have expanded background checks for the purchase of a firearm.[12][13]
Executive powers
  • In November 2014, Brian Sandoval criticized President Barack Obama's executive order on immigration. He said, "Our immigration system is broken and it is without question that comprehensive reform is necessary. However, any solution to the greater problem must be a legislative solution, not a unilateral decision made by the executive branch. This announcement gives false hope to the millions of people across America who will continue to wait for a permanent solution. It represents dreams delayed by patchwork progress and expediency over good government. I encourage Congressional Leadership and President Obama to rise to the occasion of this challenge and work toward passing a bipartisan solution."[14]

Energy development
  • In July 2014, Brian Sandoval said, "I support (fracking) as long as it is done in conjunction with and subject to the review of the Department of Minerals," according to The Las Vegas Review-Journal.[15]
  • In 2011, Sandoval sent a letter to President Obama asking him to "to remove the requirement that all Federal Register notices dealing with the mining permitting process through the Bureau of Land Management (BLM) be approved through the U.S. Department of Interior’s (DOI) Washington, D.C. headquarters before being allowed to be published in the Federal Register," according to NV.gov.[16]
Climate change
  • According to Real Clear Politics, in June 2014, Brian Sandoval said, "'I think Nevada’s gone a long way to work toward a goal of cleaner and more efficient production of energy,' he said. In fact, Sandoval asserted that the Silver State is 'a leader nationally, in terms of being able to meet … those new EPA standards that were just issued. And we did this before they were even announced publicly.'"[17]
  • According to NV.gov, on May 17, 2013, "U.S. Senate Majority Leader Harry Reid and Nevada Governor Brian Sandoval today jointly called for the passage of a legislative proposal to accelerate the retirement of coal plants owned by NV Energy and to expand renewable energy development in Nevada in the coming years."[18]
  • Sandoval said, "The benefits of this energy proposal for Nevada are many. SB 123 would create over 4,000 new jobs while ensuring Nevada remains the renewable energy capital of the country. I look forward to working with the Legislature on this important public policy and urge the Legislature’s support so that I can sign it into law. Senator Reid is recognized as a national leader for clean energy and I appreciate his support in helping move Nevada closer to realizing its clean energy potential."[18]

  • In December 2012, Sandoval praised a judicial ruling which declared "the individual mandate to buy health insurance is unconstitutional." Sandoval said, "I am pleased with today's ruling in Virginia. As I've noted before, I see the constitutional question created by the health care bill as monumental in all future matters involving state's rights. Today's ruling provides support for the claim that the federal health care legislation is at least, in part, unconstitutional. I believe the constitutional questions involved in the federal health care legislation deserve a hearing by the United States Supreme Court."[20]

Immigration

  • According to a July 2013 Politico article, Brian Sandoval "has softened his line on immigration and courted the Hispanic community. He stepped back from his support for Arizona’s S.B. 1070, saying last summer that Nevada doesn’t need an Arizona-type law. He also backed driver’s licenses for some undocumented young people and recently endorsed the U.S. Senate’s immigration reform compromise."[21]
  • In June 2013, "Sandoval signed a bill granting cards that permit driving to people in the country illegally," according to Fox News Latino.[22]
  • On June 27, 2013, Sandoval expressed his support for the comprehensive immigration reform bill passed by the Senate. He said, "I congratulate the United States Senate for its vote today to comprehensively reform our country’s immigration system. The Senate’s vote today is a sign of hope for those millions of people across the United States who are counting on us to make sure that the window to opportunity always remains open to everyone. I am confident that Congress can work together to achieve immigration reform that is good for both parties and good for America. I stand ready to work with Nevadans and Americans to secure a better day for our state and our country."[23]

Education

  • "In 2013, Sandoval signed legislation to set up a revolving loan account for start-up charter schools and gave charter schools access to state bonds for funding," according to The Las Vegas Sun.[24]
  • In 2012, the U.S. Department of Education "approved Nevada’s request for a waiver from the Elementary and Secondary Education Act (ESEA) in exchange for a state-developed plan." After it was approved, Sandoval said, "Today is a new day for education in Nevada. Nevada's ESEA Waiver creates an accountability system that improves student achievement and reflects Nevada's education values and goals. I congratulate and thank the Nevada Department of Education for working with stakeholders to ensure we put Nevada’s children first."[25]
  • In 2011, Sandoval signed legislation that "replaced traditional tenure with an evaluation system that allows for the removal of ineffective teachers from the classroom and dramatically alters the practice of using seniority as the only factor in school district lay-offs. Other factors including performance and effectiveness must now be included in teacher evaluations, as will student achievement data."[26]

Abortion

  • According to The Los Angeles Times, Brian Sandoval supports abortion, and in 2014, "praised the libertarian-leaning Nevada Republican Party for recently dropping antiabortion and anti-same-sex marriage planks from its official platform, suggesting the move set a good example for the national GOP."[27]

Gay rights

  • In February 2014, Nevada announced that it would not "defend its ban against same-sex marriage, saying its legal position has been 'undermined' in a series of rulings that began last June with a historic U.S. Supreme Court ruling recognizing gay marriages," according to CNN. Brian Sandoval chose not to continue fighting to protect Nevada's gay marriage ban.[28]
  • In 2011, Sandoval signed SB 331, which prohibits "unlawful discrimination based on sex and gender identity or expression in places of public accommodation."[29]
  • In 2011, Sandoval signed SB 368, which prohibits "discrimination in housing and certain other transactions involving real property on the basis of sexual orientation or gender identity or expression."[30]
