Halligan's campaign website highlighted the following issues:

I am running for HD 4 State Representative because I believe our district needs and deserves a representative who actually represents the people and not simply a politician who only wants to hold a position of power.

My guiding principle has been and always will be prosperity thrives in freedom. People must have the liberty (fiscally and socially) to choose their own paths and government should not hinder this inherent right one’s actions directly harm others.

I believe our District deserves a representative who will not introduce or pass regulations just because he or she wants her name on a law. I have always believed the less government regulation, the better and there is no reason why legislators should feel compelled to pass more regulations and laws each legislative session. There are many laws and regulations in effect in Colorado that are either unnecessary or desperately need to be revised.

Lastly, I believe the millennial generation (and those that come after it) need to be protected against fiscally irresponsible government and representatives. In Colorado, TABOR is effective in preventing the catastrophic federal deficit from occurring in our State; however, there is still much that can be done in our State to encourage fiscally responsible government to ensure a future for the younger generations.[1]
