Vice President Joe Biden’s announcement that he will not seek the presidency will not come as a surprise to most Democratic Insiders. In early September, Ballotpedia surveyed 98 Democratic Party operatives and found that 56 percent said they did not think the Vice President should enter the 2016 race. And among the 44 percent who said they would like to see Biden run, some explained that an additional challenge to Hillary Clinton would toughen her up as a candidate and eventual Democratic nominee. The results from the September Ballotpedia Insiders Survey showed that despite the difficulty that Clinton was trying to put her email controversy behind her—and the subsequent concerns about her vulnerability—there was never a ground swell among Democratic Party elites for Biden that could have provided the kind of political and fundraising support that a late-starting candidacy would have needed.
