Biography

Julia Hipp was born in Los Angeles, California. She earned a high school diploma from Roosevelt High School, a bachelor's degree from North Hennepin Community College in 2003, and a graduate degree from Metropolitan State University in 2005. She also attended UMN College of Management. Her career experience includes working in communications. She has been affiliated with the Aitkin Chamber of Commerce and the National Investor Relations Institute.[1]

Julia, a long-time resident of Minneapolis, MN, has over 50 years of experience as a communications professional across various industries. She played a key role in transforming a startup technology company into a successful mid-cap firm, eventually moving into investor relations management to enhance shareholder value and prioritize stakeholder interests. Transitioning to public service, Julia is committed to serving constituents' best interests. Born to parents from small town MN who later moved to California for better job opportunities. Her father worked on the NASA Space Shuttle program for over 50 years while her mother worked in administrative positions. Julia and her siblings learned valuable life lessons in humility, mental and physical health, and responsibility which shaped Julia into a dedicated advocate for others. Julia's personal journey includes overcoming breast cancer and workplace harassment. Following her cancer treatment, she conducted a study revealing contamination in the tap water, leading to changes in the city's water quality standards. Julia's advocacy for water quality remains a top priority. Julia's extensive organizational background seamlessly translates into the legislative arena, with effective communication serving as a vital component in bridging relationships among various stakeholders. Julia, a distinguished professional, holds a BA in Professional Communications, Public Relations, and an MBA in Finance, both earned with honors.
  • Habitat Conservation As a bird hunter and hunting dog trainer, I have a keen interest in protecting the outdoor experience for outdoor enthusiasts today AND for generations to come. Bird hunting contributes to conservation efforts by supporting habitat management. We often work with organizations to improve and maintain bird habitats, ensuring suitable cover and food sources for these birds. Hunting generates economic activity in our rural areas. It supports local businesses, including outfitters, guides, hotels, restaurants, and sporting goods stores.

Raising awareness on water quality and contamination risks empowers individuals to protect water sources, fostering environmental stewardship and collective responsibility.
  • HealthCare As a cancer survivor, I know first hand the need for quality health care for all Minnesotans. Ensuring that quality health care is affordable and available is one of my highest priorities.
Healthcare: As a cancer survivor, I have personally experienced the challenges and importance of having access to quality healthcare. This experience has deeply influenced my perspective on healthcare policy and advocacy. I firmly believe that every individual, regardless of their background or circumstances, deserves access to affordable & high-quality healthcare services. In Minnesota & beyond, many face challenges in accessing healthcare due to high costs, leading to delayed treatment & disparities. My priority as a public servant is to advocate for policies that expand healthcare coverage, reduce costs, & enhance care quality, especially rural. By addressing these issues, we can create a more equitable and inclusive healthcare system.

Important characteristics and principles for elected officials include integrity, accountability, leadership, empathy, commitment to public service, communication skills, respect for diversity, collaboration, adaptability, and commitment to justice and equality. Elected officials should demonstrate honesty, transparency, and ethical behavior, take responsibility for their actions, possess strong leadership skills, understand and address the needs of constituents, prioritize public well-being, communicate effectively, respect diversity, collaborate with others, be adaptable to change, and advocate for justice and equality for all.
A legislative representative needs to possess principles of justice and fairness, eloquence and moral clarity while advocating for issues for all the people such as infrastructure development, economic opportunity, and women and voter rights. It takes a heart-felt attitude for caring about our residents which includes humility, equality, emotional and physical strength, and communication skills to uplift and advocate for others, and fortitude in being responsible and accountable.
The core responsibilities for someone elected to public office include representing the interests and needs of their constituents, making informed decisions on legislation and policies that affect the community, overseeing the allocation of public resources in a responsible and transparent manner, upholding the laws and constitution of the jurisdiction they serve, promoting the well-being and prosperity of the public, engaging with constituents to understand their concerns and feedback, collaborating with other officials and stakeholders to address issues and achieve common goals, maintaining ethical conduct and integrity in all actions and decisions, communicating effectively with the public to provide information and updates on government activities, and working towards creating a more inclusive, equitable, and just society for all individuals. Elected officials are entrusted with the duty to serve the public interest, uphold democratic values, and work towards the betterment of the community they represent.
Assassination of John F Kennedy. I was 10 years old attending 5th grade at Holy Name School. I was able to walk home for lunch when I heard the news. I remember running back to school to share with everyone! The girls and I wept together. I remember too many assassinations. I remember the Vietnam War and the resignation of Richard Nixon. I choose to believe we are stronger and more compassionate as a result.
In addition to mowing lawns, babysitting, and waitressing during my teenage years, my first job as a secretary was at Control Data Corporation (CDC) in its Advanced Development Lab, supporting a team of computer engineers for four years. Of that department, six engineers and I left CDC to found a computer networking company that pioneered the creation of the first interconnected system of disparate mainframe computers, storage units, printers, and other peripheral equipment, enabling high-speed and long-distance connectivity—the Internet. I take pride in having played a key role in the growth of this company from its humble beginnings to becoming a mid-cap global organization with over 2500 employees. I was employee number 7. We formed a close-knit family. We were together for 25 years.
Prequel: An American Fight Against Fascism, by Rachel Maddow. Ms. Maddow presents history of our political scene during the 1930's and 1940's that woke me up to the reality that Nazi/fascism ideologies were planted in the US deliberately by Hitler and his "associates." It took congress at least 10 years to vote 34 Nazi leaning congressmen out of office. White supremacy is back behind the "curtain" of freedom of speech. Political violence is on the rise again due to these ideologies of power and control. We all need to stand up against isolationist and Christian nationalists while bridging the political biases with compassionate equality.
The ideal relationship between the governor and state legislature is one of cooperation, collaboration, and mutual respect. Both branches of government play crucial roles in the state's governance, with the governor responsible for executing laws and policies and the legislature responsible for making laws and overseeing the budget. In an ideal relationship, the governor and state legislature work together to address the needs and priorities of the state's residents. This involves open communication, constructive dialogue, and a willingness to compromise for the greater good. The governor should actively engage with legislators, provide leadership and vision, and work towards common goals that benefit the state as a whole. Mutual respect is essential in this relationship, with both the governor and legislators recognizing each other's roles and responsibilities. While disagreements may arise, a healthy relationship involves respectful debate, negotiation, and finding common ground to move forward. Transparency and accountability are also key components, with both the governor and legislature being accountable to the public and working in the best interests of the state. Ultimately, the ideal relationship between the governor and state legislature is one built on trust, collaboration, and a shared commitment to serving the people of the state effectively and efficiently. When both branches of government work together harmoniously, the state can achieve progress, address challenges, and enact policies that benefit its residents.
Over the next decade, Minnesota faces significant challenges including climate change impacts like extreme weather events and rising temperatures, racial disparities in education, employment, and healthcare, a shortage of affordable housing leading to rising homelessness, education system challenges with achievement gaps and funding disparities, healthcare access issues with disparities in outcomes, and economic recovery challenges due to the COVID-19 pandemic impacting job losses and business closures. Addressing these challenges will require efforts to reduce greenhouse gas emissions, promote renewable energy sources, address systemic racism for equity, increase affordable housing options, improve educational outcomes and access, address healthcare disparities, and support economic recovery for a more resilient and inclusive future.
Having previous experience in government or politics can be beneficial for Minnesota state legislators in several ways. Firstly, prior experience can provide legislators with a deeper understanding of how the legislative process works, including knowledge of procedures, rules, and protocols. This can help them navigate the complexities of lawmaking more effectively and efficiently. Secondly, experience in government or politics can also help legislators build relationships with other lawmakers, government officials, and stakeholders. These relationships are crucial for building coalitions, negotiating compromises, and advancing legislative agendas. Experienced legislators may have established networks that can be valuable in achieving their policy goals. Additionally, previous experience in government or politics can provide legislators with insights into the needs and concerns of their constituents. This understanding can help them craft policies that are more responsive to the needs of the people they represent. However, it is important to note that while previous experience can be beneficial, it is not a guarantee of success as a legislator. I bring 50 years of corporate and small business experience. My extensive organizational background seamlessly translates into the legislative arena, with effective communication serving as a vital component in bridging relationships among various stakeholders. Other factors such as integrity, dedication, and a commitment to public service are also important qualities for effective lawmakers. Ultimately, a diverse legislature that includes individuals with a variety of backgrounds and experiences can bring different perspectives to the table and lead to more well-rounded decision-making.
Building relationships with other legislators is highly beneficial for several reasons. Firstly, strong relationships can help legislators collaborate effectively on legislation, negotiate compromises, and build coalitions to advance shared policy goals. By working together with colleagues, legislators can increase the likelihood of passing meaningful legislation that benefits their constituents. Secondly, building relationships with other legislators can help foster a sense of camaraderie and mutual respect within the legislative body. This can lead to a more positive and productive work environment, where lawmakers are more willing to listen to different perspectives, engage in constructive dialogue, and find common ground on contentious issues. Furthermore, strong relationships with other legislators can also help individual lawmakers gain support for their own legislative priorities. By cultivating trust and goodwill with their colleagues, legislators may find it easier to garner support for their bills, amendments, or initiatives. Additionally, building relationships with other legislators can also help lawmakers stay informed about important issues, developments, and opportunities within the legislative process. By maintaining open lines of communication with their colleagues, legislators can stay up-to-date on the latest developments and make more informed decisions. Overall, building relationships with other legislators is crucial for effective lawmaking, collaboration, and consensus-building within the legislative body. Strong relationships can lead to more successful outcomes for legislators, their constituents, and the broader community.
One Minnesota legislator who serves as a good role model for any legislator is to emulate Paul Wellstone. Wellstone, a former U.S. Senator from Minnesota, was known for his passionate advocacy for social justice, human rights, and progressive causes. He was a tireless champion for the working class, the marginalized, and the underprivileged. Wellstone's commitment to his principles and his unwavering dedication to fighting for the rights of all people made him a respected and admired figure in the political arena. He was known for his authenticity, integrity, and willingness to stand up for what he believed in, even in the face of opposition. As a new legislator, modeling oneself after Paul Wellstone can provide valuable lessons in courage, perseverance, and the importance of staying true to one's values. Wellstone's ability to connect with constituents, build coalitions, and effect positive change through legislative action serves as an inspiration for aspiring lawmakers.
It is not uncommon for a House Representative to run for a different political office in the future, such as the U.S. Congress or governorship. There are several reasons why this can make sense: 1. Career Progression: Serving in different roles allows us to gain broader experience, tackle new challenges, and have a greater impact on policy-making. 2. Opportunity for Greater Influence: By running for a higher office, a House Representative can potentially have a larger platform and more influence over important decisions that affect a wider constituency. 3. Alignment with Policy Goals: Running for a different office may align better with a Representative's policy goals and priorities. 4. Personal Ambition: Like any career, politics can involve personal ambition and a desire for advancement. However, there are also considerations to keep in mind. Running for a different office can be a risky endeavor, as it involves leaving a familiar constituency, building a new support base, and facing tougher competition. Having said this, my plan is to stay in the House of Representatives for the foreseeable future.
I’ve listened to residents facing economic hardships, struggles with healthcare access, experiences of discrimination or injustice, stories of resilience and community support, and accounts of personal triumphs and successes. I’ve heard most often the issue of lack of adequate housing and lack of mental health and substance disorders outreach programs in our rural community. Each story is unique and provides valuable insights into the lived realities of constituents, shaping the policies and priorities of what I want to focus on. Legislators and candidates often draw inspiration and motivation from these personal stories to advocate for change, address systemic issues, and work towards improving the lives of the people I wish to serve. By listening to and amplifying the voices of my constituents, lawmakers can better understand the needs of the community and strive to create policies that reflect the values and concerns of the residents of District 10A and beyond.

On the other hand, critics raise concerns about the potential abuse of emergency powers, citing instances where executive actions may infringe on civil liberties, bypass legislative oversight, or lack transparency. They argue that the concentration of power in the hands of the governor without sufficient checks and balances can undermine democratic principles and lead to overreach. In the case of Minnesota, some have called for greater legislative oversight of emergency powers to ensure accountability and transparency in decision-making. They argue that involving the legislature in the process can provide a mechanism for representing diverse viewpoints, safeguarding individual rights, and upholding the separation of powers. Ultimately, the balance between granting emergency powers to the executive and ensuring legislative oversight is a delicate one that requires careful consideration of the specific circumstances and needs of the state. Finding a middle ground that allows for swift and effective emergency response while upholding democratic principles and accountability is crucial in safeguarding the interests of the people of Minnesota.
Focusing on the things Minnesotans care about the most which is strong public education, affordable health care and then economic security for their families.
My first bill would be about multi-dwelling and senior facilities development in our rural communities. This will be challenging to do without raising property taxes, so building partnerships and associations to fund these projects is critical to its success.

Governmental committees focus on crucial issues. Examples include the Finance Committee overseeing government spending, taxation, and economic policies. The Health Committee manages healthcare policies, access, and quality. The Environment Committee addresses environmental protection and climate change. The Education Committee deals with school funding and curriculum development. The Foreign Affairs Committee handles international relations and diplomacy. The Judiciary Committee oversees legal reforms and judicial independence. The Ethics Committee ensures ethical standards and transparency. These committees play vital roles in shaping policies and addressing key issues based on the country's priorities and challenges. My interest and expertise would be for the Finance Committee, Health Committee, and Environment Committee.
Financial transparency and government accountability are essential pillars of a healthy democracy and effective governance. Views on these issues vary, but there is a general consensus that transparency in financial matters is crucial for ensuring that public funds are used responsibly and ethically. Advocates of financial transparency argue that it helps prevent corruption, mismanagement, and waste of public resources. Transparency also promotes trust in government institutions and fosters a culture of accountability among public officials. On the other hand, some critics may argue that excessive transparency could hinder government efficiency and compromise sensitive information. They may also raise concerns about privacy and security risks associated with disclosing financial details. However, proponents of transparency often counter these arguments by emphasizing the importance of balancing transparency with the need for confidentiality in certain cases. Overall, the prevailing view is that financial transparency and government accountability are essential for promoting good governance, combating corruption, and building public trust. Striking the right balance between transparency and confidentiality is key to ensuring that governments operate in the best interests of their citizens while upholding ethical standards and accountability.
Ballot Initiatives may present complex and emotionally charged issues. Analyzing a proposition with empathy involves recognizing the complexity of the issue and considering the perspectives of all stakeholders involved.
I believe initiatives should have least effect on property taxes to our residents. If not, then I would weigh the benefit of securing funding for this measure against the cost of reducing overall flexibility in the budget. If the measure amends the State Constitution, I first would consider whether it really belongs in the State Constitution. Would a statute accomplish the same purpose? All constitutional amendments require voter approval; what we put into the Constitution would have to come back to the ballot to be changed. Having said this, I would approve of amendments to affirm voters’ rights, women’s rights and other human rights!
