Biography

Applegate was born in Little Rock, Arkansas. She earned her bachelor's degree in English from Arkansas State University in 2008 and her J.D. from the University of Arkansas at Little Rock William H. Bowen School of Law in 2011. Her career experience includes working as an attorney.[1]

Kayla has spent her legal career representing Arkansans. As an attorney and a small business owner, Kayla has gained unique insight into how everyday Arkansans are affected by actions at the state legislative level. After spending her legal career representing Arkansans, Kayla wants to represent the people of District 39 in the state House of Representatives.

Kayla is running for State Representative so that families in District 39 have a leader who listens to them and is on their side. Kayla wants to put her knowledge and experience to work for District 39 on issues like access to affordable health care, public education, economic development, women's equality, and criminal justice reform.

Kayla was born in North Little Rock and grew up in Sheridan. Her father is a disabled U.S. Army veteran who later became a small business owner. Kayla's mother spent her career working in public school districts.

Upon passing the state bar exam, she joined the Taylor & Taylor Law Firm in Little Rock. In 2013, she started her own law firm, The Applegate Firm in Maumelle, with her husband. Kayla's honors and awards include being named a Mid-South Super Lawyers Rising Star for three consecutive years. In 2016, Kayla was recognized in Little Rock Soirée Best Lawyers - Business Litigation.

Currently, Kayla is an attorney with James, House, Downing & Lueken, PA. She has a diverse practice handling divorce/custody litigation, civil and commercial business litigation.
  • As a small business owner and having represented numerous small businesses, Kayla understands the responsibilities, needs and concerns that come with owning a business. It is vital to continue to invest in infrastructure that will create jobs, provide training for skilled labor, grow businesses, provide a healthier environment, and improve opportunities for residents because that investment will improve the state economy by boosting productivity and lifting long-term economic growth and wages.
  • With health care costs and the number of uninsured in Arkansas rising, Kayla knows we must continue the fight to provide affordable health care, especially for children, the middle class, and the elderly by expanding ARKids to cover more children and continuing to support future legislation related to Medicaid expansion and lowering prescription drug costs. An often overlooked problem are the number of low income elderly individuals who cannot afford their basic necessities because health care costs are still too high and their income is too low. We need solutions at the state level to alleviate these costs.
  • As a beneficiary of a good public education system, Kayla believes we must provide high-quality public education to everyone, including ensuring that all children have access to pre-k programs and implementing policies to give students even greater opportunities for success by offering after school and summer education programs.
I am personally passionate about helping achieve gender equality. Everyone does better when women have equal rights and pay. Kayla supports passing legislation that support women, including providing access to breast and reproductive health care, access to pre-natal care, universal childcare, paid maternity leave, better educating women, providing career readiness for those unable to complete high school, and closing the gender wage gap at the state level.
I look up to my mom who always had faith in me and encouraged my success. I also look up to attorneys who have mentored me in my career. I look up to Justice Ginsburg for the amazing legal career that she has had.
I first worked as an assistant to the Gifted & Talented Coordinator at Sheridan School District the summer after my high school graduation before starting college, so it was a short-term three month job.
