New York City held a special election for District 17 of the city council on February 23, 2016. District 17 covers a large portion of the South Bronx. Maria del Carmen Arroyo, who previously held the position, resigned from the council on December 31, 2015. Rafael Salamanca Jr. won the election with about 39 percent of the vote.[1]
Six candidates were on the ballot. Although 11 people initially filed to run, five were kicked out of the race after challenges to their candidate filing papers. Salamanca was expected to win, as he was endorsed by the influential Bronx County Democratic Committee, and he raised and spent significantly more money than any other candidate. Only about 3,300 votes were cast in an area where there were 85,000 registered voters as of April 2015.[2]
