Melpakam ran for election to the Colorado Springs City Council to represent District 6. He lost in the general election on April 1, 2025.

Biography

Parth Melpakam was born in Chennai, India. He obtained a bachelor's of engineering from the Birla Institute of Technology in India in and a master's and Ph.D. in chemical and petroleum engineering from the University of Wyoming, Laramie in.[1]

I was born and raised in India. After receiving my Bachelor’s in India, an unwavering belief in the American dream brought me to the United States. I earned my Doctorate in Chemical & Petroleum Engineering at the University of Wyoming in Laramie, where I met my future wife.

As an immigrant growing up in a family with limited means, the education I received opened doors of opportunity and success in my career as an engineer. It is through education and work ethic that America’s blessings can become accessible to our children and future generations. I am passionate about public education, and committed to ensuring ever student has opportunities and supports to grow, thrive, and reach their full academic potential.

During my first term on the school board, I served as Treasurer (2019-2021) and President (2021-current). I bring experience, leadership, and as a proud D11 dad, a parent voice to the school board. I have built relationships in the D11 community by listening respectfully, weighing all input objectively, and putting students at the forefront of critical decisions.

My other leadership roles include serving as the Commissioner on the Colorado Springs Urban Renewal Authority, advocating for affordable housing and neighborhood revitalization.
  • Student Success: I am committed to ensuring all students receive rich and rigorous educational experiences that prepares them for success after graduation. I will continue to prioritize investing taxpayer dollars closest to students in the classrooms, while building a culture of high expectations and accountability at all levels.
  • Staff Investment: Student academic outcomes is driven by highly effective teachers delivering best instruction in quality neighborhood schools. During the last two budget cycles, I championed historic pay raises for all staff, including increasing starting teacher pay by 20%. I will continue to support staff with competitive compensation, effective professional development, and positive work culture.
  • Parent Engagement: Parents are the child’s first and most important teacher, and as such are essential partners in their K-12 education. During my first term, I strongly supported Parent Partnership, a foundational board policy, that recognizes parental authority and involvement in schools.
I support policies that prioritizes student success, staff investment, and parent engagement, with the ultimate objective that all schools are set up for excellence in teaching and learning. Through policy, I am committed to fostering a safe and welcoming school environment where all students, staff, parents, and community members are valued and respected.
I will always look up to my parents, both of whom are now deceased. They instilled in me a passion for continuous learning, human decency, and a strong work ethic. My mother stressed the need for integrity in daily life and always treating everyone with dignity, kindness, and respect. Though of limited means, they stressed that good education was the pathway to climb the economic ladder.

When I grew up in India, I remember some of the conflicts with neighboring countries. I distinctly remember air sirens going off (when I was around 5 or 6 years old) and that was a warning that we have to take shelter in secure, inner parts of homes. I can remember the panic that it caused as it was an indication of an imminent air strike.
My childhood was spent in India. I started assisting my mother with household chores (collecting clean running water and carrying it, helping her clean homes, & cook meals for seniors) from around the age of 10. My first paying job was during my college years at the local cafeteria.
I like reading historical biographies and memoirs of leaders from various walks of life.
It is the elected responsibility of school board directors to ensure that all students are provided the opportunities and supports to thrive and excel in a safe and welcoming school environment.

Other core responsibilities include setting the goals/vision for the district, establishing policies/regulations, practicing responsible stewardship of the taxpayers' dollars (prioritizing and approving of the annual budget), analyzing curriculum. educational programs, and providing staff supports to meet the needs of every individual student. Hiring the right Superintendent and holding the Superintendent accountable is also an important part of the job.

My wife and I have been proud to call Colorado Springs our home for the past 20 years. I am originally from India and a passion for higher education brought me to the United States in early 1990s. I have a doctorate degree in Chemical and Petroleum Engineering.

As an engineer, I fully appreciate the pivotal benefits of a balanced education and its inherent value to create unparalleled opportunities, provide choices, and unleash potential. Teachers and educators have profoundly influenced, nurtured, and guided my professional and personal life.

My daughter has attended D11 schools since pre-K and is currently attending a D11 middle school. As a parent, my daughter's and every student's safety, well-being, and quality of education was the compelling and driving reason I got involved in various school and district committees. As the Chair of the District Accountability Committee for the past two years, I acquired broad insight into the various educational programs offered to our students, the current operations of D11, and the financial realities of our district. My involvement both at the school and district level has helped me better comprehend all aspects of District 11, from budget to curriculum to staffing, which will enable me to hit the ground running if I am elected to the school board.

I am passionate about public education, committed to educating the whole student, and have a proven track record of building relationships. My educational background and extensive experience in District 11 make me uniquely qualified to do the right thing for the entire D11 community.

  • Excellence in Education for ALL - Empower all our students to excel and reach their full potential in their chosen pathway (prepared for college, career, and life), so that they can be active, productive citizens in a rapidly changing world. At the school board level, the policies I am most passionate about are educating our whole student (academic, social, emotional, physical), improving student outcomes and teacher resources, and providing a safe/inviting teaching environment.

We must eliminate disparities based on socioeconomic status, race, and ZIP-code so that our entire learning community, including all students and staff, can participate, excel, and reach their full potential. Each student is an individual with different strengths and needs. I am committed to developing policies and allocating resources to meet each student where they are academically, emotionally and socially to help them succeed. Bullying, harassment, and discrimination of any kind should not be tolerated.

By aligning the district resources with the new D11 strategic plan, implementing educational programs with fidelity for the benefit of our students, and exercising fiscal prudence and financial responsibility, D11 can effectively empower the whole student to be fully prepared for college, career, and community. I believe that my unwavering commitment for always putting students first in all critical decisions will ensure excellence in education for all our stakeholders.
My parents. They struggled all their lives to make a decent wage. But they always put the needs of our family in front of everything. Looking back, they sacrificed a lot and went through a lot of hardships for the benefit of their children. But they always stressed the value of a good education as the pathway to get out of the situation we found ourselves in. And provided us access and opportunity for such an education.

My teachers. I am where I am in life because I have had the benefit of learning from some amazing teachers.

Hiring the right Superintendent who can reach out into the community and provide principled leadership is also an important part of the job.

To do this job in an effective manner, the school board member must listen compassionately and interact with the community at large so as to provide the best possible educational experience for ALL our students.

Educational equity and honoring our rich community's diversity are at the heart of the new D11 strategic plan - Policy AD - which I helped develop as part of the Core Planning Team. My priority is to ensure every child has opportunity and access to a high-quality academic education that inspires the child's natural curiosity, creativity, and imagination.

My primary role as the Chair of the District Accountability Committee was to increase parent involvement and engagement in our schools. To keep parents informed about what was happening in our schools and district, I started monthly newsletters and quarterly training sessions. This provided opportunities for parents to ask informed and thoughtful questions about the school budget, environment, tutoring services, social/emotional learning needs, and performance measures related to students academic achievement and growth. I am a huge advocate of actively promoting parent and community involvement by fostering a welcoming culture in our buildings and engaging all stakeholders in the education of our students. Parents and guardians are the first and principal teachers of our students and as such, every effort should be made to engage them through school and district events - like the world cafe events that D11 has been using already.
Yes. The district's faculty, staff, and administration should reflect the rich diversity in the D11 community. We need to hire the best and highly qualified staff, paying attention to hiring practices that support racial, gender, and language diversity.
