Three seats on the Toms River Regional Schools Board of Education were up for general election on November 3, 2015.[1] The seats of incumbents Joseph Torrone, Gigi Esparza and Ginny Rhine were on the ballot.[2] Challengers Joe Nardini and Christopher Raimann defeated Rhine and Torrone for the Toms River Township seats. Esparza won re-election to the South Toms River Borough seat without opposition.[3][4][5]

Nardini and Raimann ran together as a candidate slate.[6] Rhine and Torrone also ran together as a candidate slate.[7] Al Caporaso originally filed to run in this race, but he withdrew before the election.[5]

Toms River Regional Schools is located in Ocean County in eastern New Jersey. The county seat of Ocean County is Toms River. Ocean County was home to approximately 586,301 residents in 2014, according to the United States Census Bureau.[8] During the 2012-2013 school year, Toms River Regional Schools was the fifth-largest school district by enrollment in the state and served 16,760 students.[9]

Demographics

Ocean County underperformed compared to the rest of New Jersey in terms of higher education achievement in 2013. The United States Census Bureau found that 25.4 percent of Ocean County residents aged 25 years and older had attained a bachelor's degree, compared to 35.8 percent for New Jersey as a whole. The median household income for Ocean County was $61,136, compared to the state average of $71,629. The poverty rate in Ocean County was 10.4 percent, the same as it was statewide.[8]

The Toms River Board of Education consists of nine members elected to three-year terms. Members are elected on a staggered basis, with three seats on the ballot every November. Six members are elected at large from Toms River Township, and the other three seats are elected by district from the boroughs of Pine Beach, Beachwood and South Toms River.[2][11] Two at-large seats from the Toms River Township and one seat from South Toms River were on the ballot in 2015.[4] There was no primary election, and the general election was held on November 3, 2015.[1]

School board candidates had to be U.S. citizens and residents of the school district for at least one year prior to the election. They also had to be able to read and write and be registered voters. They could not hold another elected municipal office in Toms River Township, such as mayor or town council member.[12] To get on the ballot, candidates had to file their nominating petitions with the Ocean County Clerk's Office by July 27, 2015.[1][13]

In order to vote in this election, residents of the school district had to be U.S. citizens and at least 18 years old. They also had to have lived in the district for at least 30 days prior to the election. They had to file their Voter Registration Application and Party Affiliation Form with the Ocean County Clerk's Office by October 13, 2015. Photo identification was not required to vote in New Jersey.[14]

School board candidates were required to file a Certificate of Organization and Designation of Campaign Treasurer and Depository form if they received a contribution of any amount, including their own funds. They filed this form with the Election Law Enforcement Commission (ELEC).[15] Three reports were required from candidates who received contributions: the 29-day pre-election report, the 11-day pre-election report and the 20-day post-election report. Contributions received between October 21, 2015, and November 3, 2015, required 48-hour notice reports.[16]

With three seats on the ballot in 2015, one-third of the Toms River Board of Education had the potential to change hands. All three incumbents filed to run in 2015, and the incumbent from South Toms River ran unopposed, leaving only two potential seats for newcomers. Those two seats were in Toms River Township, where a total of four candidates filed, including two incumbents. Two newcomers won those seats.

Several new faces joined the board in recent years. Three new members were elected in 2013, and one newcomer joined in 2014. Only one of the new members who joined the board in 2013 had to defeat an incumbent to win a seat. The other two seats were open. The 2014 election saw one more incumbent run for re-election, but one seat was left open for a newcomer. Both incumbents retained their seats in that race.

The 2013 race separated the three seats up for election by geographic district. Each seat attracted a different number of candidates. The Beachwood District seat was unopposed, allowing the newcomer to win election to the board without opposition. The Pine Beach District attracted a total of two candidates, and three candidates ran for the Toms River District. All three seats up for election in 2014 were located in Toms River Township, so they were elected at-large. A total of eight candidates ran in that race, for an average of 2.67 candidates per seat. This was higher than the 2014 state average of two candidates per seat in New Jersey's largest school districts.
