Three of the nine seats on the Toms River Regional Schools school board were up for by-district general election on November 8, 2016. The Beachwood District incumbent did not file to run for re-election. Daniel Leonard defeated Leslie Brown, and Alexander Mizenko for the seat. In the Pine Beach District, incumbent Russell Corby won re-election by defeating challenger Jennifer Etzkorn. In the race for the unexpired Tom's River District seat, Janet Bell defeated Alfred Shwartz, Al Caporaso and former board member Ginny Rhine to win the seat.[1]

The Toms River school board consists of nine members elected to three-year terms by district. Elections are staggered with three seats up for election each year. The general election was held on November 8, 2016. There was no primary election.[2]

Candidates for the school board must be 18 years old and registered to vote. They must have resided within the district for at least one year prior to their election or appointment. Candidates cannot concurrently hold office as mayor or as a member of the governing body of a municipality within the district. Board members cannot have been convicted of a felony. There are no term limits.[2]

The Toms River school district is located in Ocean County in east-central New Jersey. The county seat is Toms River. Ocean County was home to 588,721 residents in 2015, according to the United States Census Bureau.[7] The district was the fifth-largest school district in the state in the 2013–2014 school year and served 16,324 students.[8]

Demographics

Ocean County underperformed compared to New Jersey as a whole in terms of education achievement from 2010 to 2014. The United States Census Bureau found that 26.3 percent of county residents aged 25 years and older had attained a bachelor's degree, compared to 36.4 percent of all state residents. The median household income for Ocean County was $61,839, compared to the statewide average of $72,062. The poverty rate for the county was 11.9 percent, while it was 10.8 percent statewide.[7]
