David Dinges (Democratic Party) ran for election to the West Virginia House of Delegates to represent District 66. Dinges lost in the general election on November 6, 2018.

Dinges was a 2016 Democratic candidate for District 66 of the West Virginia House of Delegates.[1]

Biography

David Dinges was born in Frederick County, Maryland, and lives in Kearneysville, West Virginia. He graduated from Middletown High School in 1989.[2] Dinges's career experience includes working as the president and CEO of Mountain State USSSA, Inc.[3]

Education

Charter Schools are being introduced and pushed for by the state legislature. My opponent is the Chair of the House Education Committee and is strongly behind this. Charter Schools are NOT the answer to fix our education system. Charter Schools will have a huge, negative impact on our public school system. Funding will be the biggest problem. Funding will be split between the Public School System and Charter Schools. High academic performance and achievement are a must for Charter Schools. Charter Schools would select the high achieving students and leave the behavior problems, below average skills and special needs students to the Public School System. We, as a state, need to rely on the Education Experts on issues such as these. We need to allow individual school districts authority to implement programs and curriculum to achieve the results Charter Schools, as well as parents, expect. We need to give the Education Authority to the Education Experts – OUR EDUCATORS.

Farming and Environment

Farmers are an easy target concerning environmental issues. I do think the EPA has good intentions and protections are needed for our streams and rivers. The EPA shouldn’t be regulating every puddle on our farms. Water tests conducted on the Shenandoah River have shown the water quality good along our farming section. Pollution in the Shenandoah, mostly, is coming from the Evitts Run Treatment Facility NOT our farms.

Another environmental issue is Frack Waste. If the state proceeds with fracking at our landfills, our water sources will be at serious risk of contamination and community health would be in danger.Contamination of local waterways was discussed when the LCS Landfill was put in Berkeley County. Geologists gave reports that showed, due to the karst of the Eastern Panhandle, the landfill would directly contaminate the waters all the way to the Shenandoah River in Jefferson County.

Substance Abuse and Mental Health

Jefferson County has been designated as a High Drug Traffic Area. This epidemic is serious and is wide spreading at rapid pace. Drugs are claiming lives of people both young and old. We need to confront this issue Head On. Mental Health and Drug Treatment centers are desperately needed in the Eastern Panhandle. We need to send our police departments into our schools. Education is the key. Our youth needs to be educated as to what exactly is out there and what exactly they are using. DRUGS WILL KILL YOU – PERIOD. Education will have its greatest impact on our youth more than adults. Over time, the results will show the impact education will have with this ever-growing epidemic. Incarceration is a consequence not an education or rehabilitative measure. We need to educate and treat as well as incarcerate, when incarceration necessary.

Infrastructure

Jefferson County is in dire need of infrastructure investment. This will attract businesses to relocate to West Virginia. Some wonder why Martinsburg is attractive to businesses such as Proctor and Gamble and Macys. The answer is simple, INTERSTATE 81. We don’t have interstate access in Jefferson County but upgrading Rt. 340, as the state has already planned at Ryan’s Glen in Rippon, would greatly increase the attraction. There are other roadways that need immediate attention in our county. Shannondale residents are desperate for road maintenance on the mountain. These roads are State Maintained Roads but seem to be more State Neglected Roads.[4]
