Pivot Counties are the 206 counties nationwide Ballotpedia identified as having voted for Barack Obama (D) in the 2008 and 2012 presidential elections and Donald Trump (R) in 2016. Media and political observers sometimes refer to these counties as swing counties.

Ballotpedia defines Pivot Counties Trump won in 2020 as Retained Pivot Counties and those Joe Biden (D) won as Boomerang Pivot Counties.

Trump won 181 Retained Pivot Counties across 32 states to Biden's 25 Boomerang Pivot Counties across 16 states. Trump's median margin of victory was 13.2 percentage points in those 181 counties, while Biden's median margin of victory was 3.4 percentage points among the 25 he won.[1][2]

HIGHLIGHTS
  • Nationwide, voter turnout in the 2020 presidential election was the highest since 1900 at 69.30%.[3] Similarly, 79% of Retained Pivot Counties (143) and 76% of Boomerang Pivot Counties (19) recorded their highest turnouts since at least 2008.
  • Retained Pivot Counties had a turnout of 67.81%, 1.49 percentage points below the nationwide rate. Boomerang Pivot Counties had a total turnout of 71.62%, 2.32 percentage points above the national rate.
  • Turnout in Boomerang Pivot Counties exceeded that in Retained Pivot Counties by 3.81 percentage points. Historically, turnout in Boomerang Pivot Counties has exceeded that in Retained Pivot Counties in each of the last four presidential elections by an average of 3.95 percentage points.
  • All Retained Pivot Counties except for two—Woodruff County, Arkansas, and Benson County, North Dakota—had increased voter turnout compared to 2016 with a by-county average increase of 6.1 percentage points. Every Boomerang Pivot County had higher voter turnout with an average increase of 7.1 percentage points.
  • Nine of the 10 Pivot Counties with the largest increase in voter turnout are in states that automatically sent absentee/mail-in ballots to all active registered voters.
  • Calculating voter turnout

    For the purposes of this page, Ballotpedia has calculated turnout as total votes cast in the presidential race divided by citizen voting-age population (CVAP). CVAP is the U.S. Census Bureau’s estimate of U.S. citizens aged 18 or older. Although other factors, such as incarceration, can affect a person’s eligibility to vote, CVAP is a close approximation of the voting-eligible population.[4] 2020 turnout numbers use 2018 CVAP estimates and will be updated when 2020 estimates become available. 2016 and 2018 turnout numbers use estimates from those years and 2008 numbers use estimates from 2009 based on data availability.

    Overview

    Voter turnout in the 2020 presidential election was 69.30% nationwide.[5] In the 206 Pivot Counties, turnout was 68.92%, 0.38 percentage points lower than the national rate. Retained Pivot Counties had a turnout of 67.81%, 1.49 percentage points below the nationwide rate, and Boomerang Pivot Counties had a collective turnout of 71.62%, 2.32 percentage points above.

    The table below shows the turnout rates, votes cast, and voting-age populations in all 206 Pivot Counties, the 181 Retained Pivot Counties, and the 25 Boomerang Pivot Counties. Data under "Total" is calculated across the entire population. Data under "Average" and "Median" is an average and median of each Pivot County.

    Voter turnout change

    Nationwide, voter turnout increased by 8.26 percentage points compared to 2016, reaching its highest level since 1900.[3] Neither Retained nor Boomerang Pivot Counties had such increases, though both had their highest turnouts since at least 2008.

    The table below shows turnout by Pivot County category as well as the overall U.S. turnout from 2008 to 2020. Percentage point changes in the "Change" columns reflect the change between the column immediately to its left and right.

    As shown in the chart below, the 2020 presidential election also had a continuation of the trend over the last four presidential election cycles in which turnout in Boomerang Pivot Counties was greater than in Retained Pivot Counties. In 2020, turnout in Boomerang Pivot Counties was 3.81 percentage points higher than turnout in Retained Pivot Counties. Since 2008, the turnout in Boomerang Pivot Counties has exceeded that in Retained Pivot Counties by an average of 3.95 percentage points.



    While 99% of Pivot Counties (204) had increases in turnout, only 21% (43) exceeded the nationwide increase of 8.26 percentage points. By category, 20% of Retained Pivot Counties (36) and 28% of Boomerang Pivot Counties (7) exceeded the nationwide increase. Counties are shown on the map below shaded to show whether the voter turnout change was smaller or greater than the nationwide change of +8.26 percentage points.

    The state where Retained Pivot Counties made the largest contribution to the statewide total turnout was Maine where the state's seven Retained Pivot Counties accounted for 33.86% of the votes cast statewide. Retained Pivot County contribution was at its smallest in Kentucky, where the state's one Retained Pivot County accounted for 0.14% of the votes cast statewide.

    Boomerang Pivot County contribution was highest in New Hampshire, where the state's two Boomerang Pivot Counties accounted for 31.77% of the votes cast statewide. The state where Boomerang Pivot Counties made the smallest contribution was South Dakota, where the state's one Boomerang Pivot County accounted for 0.21% of the votes cast statewide.

    Arkansas

    Arkansas has one Retained Pivot County, 1.3% of the state's 75 total counties. Turnout in this county accounted for 0.20% of the statewide total turnout.

    Largest increases in voter turnout

    The table below lists the ten Pivot Counties with the largest increases in voter turnout from 2016 to 2020. Nine of the ten counties are located in states that automatically sent absentee/mail-in ballots to all active registered voters during the 2020 presidential election. Colorado, Oregon, and Washington each normally conduct all-mail elections. In New Jersey, the state switched to an all-mail election in response to the coronavirus pandemic.
