Pivot Counties are the 206 counties nationwide Ballotpedia identified as having voted for Barack Obama (D) in the 2008 and 2012 presidential elections and Donald Trump (R) in 2016. Media and political observers sometimes refer to these counties as swing counties.

Ballotpedia defines Pivot Counties Trump won in 2020 as Retained Pivot Counties and those Joe Biden (D) won as Boomerang Pivot Counties.

Trump won 181 Retained Pivot Counties across 32 states to Biden's 25 Boomerang Pivot Counties across 16 states. Trump's median margin of victory was 13.2 percentage points in those 181 counties, while Biden's median margin of victory was 3.4 percentage points among the 25 he won.[1][2]

HIGHLIGHTS
  • On average, Retained Pivot Counties are less populous than Boomerang Pivot Counties. The average population of a Retained Pivot County is 62,980 compared to 186,852 for a Boomerang Pivot County. The nationwide county population average is 104,435. From 2016 to 2020, the population of Retained Pivot Counties decreased 0.1% and Boomerang Pivot Counties increased 1.0%.
  • The average percentage of persons in poverty decreased in both Retained and Boomerang Pivot Counties. Since 2016, 48 additional Pivot Counties have posted poverty rates greater than the national average. In 2016, 54% of all Pivot Counties had rates greater than the national average. By 2020, 77% did so. In total, 78% of Retained Pivot Counties (142) and 68% of Boomerang Pivot Counties (17) are above the national rate.
  • The median home value is higher in Boomerang Pivot Counties than in Retained Pivot Counties, on average. Compared to the national median of $204,900, 4% of Retained Pivot Counties have a higher median value compared to 32% of Boomerang Pivot Counties.
  • Boomerang Pivot Counties have higher rates of educational attainment than Retained Pivot Counties. Ninety-two percent of Boomerang Pivot Counties (23) exceed the national rate of high school graduation compared to 68% of Retained Pivot Counties (123). For bachelor's degrees or higher, 32% of Boomerang Pivot Counties (8) exceed the national rate compared to 3% of Retained Pivot Counties (5). Both Boomerang and Retained Pivot Counties exceed the national high school graduation rate on average. Neither's average exceeds the national rate of bachelor's degree attainment.
  • Both Retained (79.6%) and Boomerang Pivot Counties (78.2%) have a higher-than-average non-Hispanic white population compared to the nationwide percentage (60.1%). In total, 82% of Retained Pivot Counties (149) and 88% of Boomerang Pivot Counties (22) exceed the national rate.

    The 206 Pivot Counties are located in 34 states. Of those 34, there are 32 states with Retained Pivot Counties and 16 states with Boomerang Pivot Counties.

    Iowa, with 31, has the most Retained Pivot Counties. The state with the highest percentage of Retained Pivot Counties is Maine, where the seven Retained Pivot Counties make up 43.8% of the state's total counties. Retained Pivot Counties in Maine account for 37.0% of the state's population.

    Minnesota and New York have the most Boomerang Pivot Counties, both with four. The state with the highest percentage of Boomerang Pivot Counties is Delaware, where the one Boomerang Pivot County makes up 33.3% of the state's total counties and accounts for 18.6% of the state's population.
