A total of 206 counties, scattered mostly throughout the northern midwest and northeast United States, voted for Democrat Barack Obama for president in 2008 and 2012 and then voted for Republican Donald Trump in 2016. Compared to the average U.S. county, these Pivot Counties tend to have more white persons, fewer foreign-born persons, more persons in poverty, and fewer persons with a bachelor's degree or higher. These counties are sometimes referred to as swing counties by media and political observers. This article details the demographics of race, ethnicity, income, and education. Demographics of Pivot Counties are compared to national averages as well as averages for the state in which those counties are located.[1]

HIGHLIGHTS
  • There are 149 Pivot Counties (72 percent) where the high school graduation rate is higher than the U.S. average of 86.7 percent. The median for those Pivot Counties is 89 percent. However, just 10 Pivot Counties (5 percent) have a higher percentage of persons with a bachelor's degree or higher. The median with these degrees for Pivot Counties is 18.6 percent, compared to 29.8 percent nationally.
  • The median household income is generally lower in Pivot Counties compared to the national average. The median for Pivot Counties is $47,427, while the national average is $53,889. Pivot Counties have a slightly higher rate of persons in poverty compared to the national average.
  • The Pivot Counties tend to have fewer foreign-born persons. The median percentage of foreign-born persons for Pivot Counties is 2.5 percent, compared to 13.2 percent for the whole of the United States. The four Pivot Counties that have a higher percentage of foreign-born persons are Monroe County, Florida; St. Lucie County, Florida; Jefferson County, Iowa; and Suffolk County, New York.
  • Most of the 206 Pivot Counties have a higher percentage of non-Hispanic white persons than the general U.S. population. There are 169 Pivot Counties (82 percent) with a higher percentage of non-Hispanic white persons. The median percentage of non-Hispanic white persons for Pivot Counties is 86.9 percent. As of July 1, 2015, the percentage of non-Hispanic white persons for the entire U.S. population was 61.6 percent.

    The 206 Pivot Counties are located in 34 states. Iowa, with 31, has the most such counties. The state with the highest percentage of Pivot Counties is Maine, where Pivot Counties make up 50 percent of the state's total counties. Pivot Counties in Maine account for 46.5 percent of the population in that state.

    HIGHLIGHTS
  • In 20 of the 34 states (58.8 percent), Pivot Counties have a higher percentage of white persons on average. The same number of states have Pivot Counties with a higher percentage of non-Hispanic white persons. Nine states (26.5 percent) have Pivot Counties with a higher percentage of Black or African American persons.
  • Twenty-six states (76.5 percent) have Pivot Counties with, on average, a higher percentage of persons in poverty compared to the state in which they are located.
  • In 15 states (44.1 percent), Pivot Counties have a higher percentage of American Indian and Alaska Native persons on average. Another seven states (20.6 percent) have Pivot Counties with the same percentage of American Indians and Alaskan Natives—generally 0.1 percent of the population.
