Three seats on the Milpitas Unified School District Board of Education were up for general election on November 4, 2014.[1][2] Incumbents Danny Lau and William Foulk ran for re-election against the following six challengers: Russ Bargstadt, Vance Vuong, David Freeman, Demetress Morris, Robert Nunez and Chris Norwood.[3]
Lau retained his seat while Nunez and Norwood were elected to the board in the general election.
About the district
Milpitas Unified School District is located in Santa Clara County, California. The county seat is San Jose. Santa Clara County is home to 1,862,041 residents, according to the United States Census Bureau.[4] In the 2011-2012 school year, Milpitas Unified School District was the 163rd-largest school district by enrollment in California and served 9,949 students.[5]
Demographics
Santa Clara County outperformed the rest of California in terms of higher education achievement in 2012. The United States Census Bureau found that 46 percent of Santa Clara County residents aged 25 years and older had attained a bachelor's degree compared to 30.5 percent for California as a whole. The median household income for Santa Clara County was $90,747 compared to $61,400 for the entire state. The percentage of people below poverty level for Santa Clara County was 9.7 percent while it was 15.3 percent statewide.[4]

Voter and candidate information
The Milpitas Unified School District Board of Education consists of five members elected at-large to four-year terms. There was no primary election, and the general election was held on November 4, 2014. Three seats were up for election in 2014, and two seats were up for election in 2016.[1][2]
School board candidates had to file with their county elections department during the candidate filing period. The filing period began July 14, 2014, and ended August 8, 2014. To vote in the 2014 general election, voters had to register by October 20, 2014. Voters could request vote-by-mail ballots from October 6, 2014, through October 28, 2014.[7]

Endorsements
The Milpitas Post endorsed William Foulk, Danny Lau and Chris Norwood.[8]
The South Bay Labor Council endorsed Robert Nunez and Demetress Morris.[9]
Campaign finance
Candidates had to file contribution reports within 24 hours of receiving an aggregate total of $1,000 or more from a single source. The first scheduled pre-election report filing deadline was October 6, 2014. If candidates raised or spent less than $1,000 during the 2013 and 2014 calendar years, they had to file Form 470 at that time. If candidates raised or spent more during that time, they had to file Form 460 by the pre-election report filing deadline.[10]
Candidates required to file Form 460 also had to file a second pre-election report on October 23, 2014, and they had to file termination reports by December 31, 2014. If a termination report was not filed, candidates had to file a semi-annual report by February 2, 2015.[10]

According to the first pre-election reports submitted to the Santa Clara County Registrar of Voters, candidates received a total of $11,340.61 in contributions and $3,453.27 in expenditures as of September 30, 2014.[11][12][13]

2012Incumbents Daniel Bobay and Gunawan Alisantosa filed unopposed for the 2012 election. Because of this, they were re-elected by default. Incumbent Danny Lau was appointed to the board of education in March 2011 and faced re-election to a two-year term in 2012. The results of that election can be found in the table below.[1]

What was at stake?
Issues in the district
District negotiates buying city land for new school
On October 21, 2014, negotiations ended when the Milpitas Unified School District Board of Education approved a contract to buy 6.7 acres of land from the City of Milpitas. The land was intended to build a new kindergarten through sixth grade school that could accommodate 750 students and be expanded for 1,000 students in future years.[14][15]
Although the sale was planned for a number of years, legal proceedings between the city and the state concerning the transfer and ownership of former redevelopment agency holdings delayed the process after the site was initially purchased in February 2011. A settlement was reached in June 2014, which allowed the negotiations between city and school district to move forward.[16] The school district expects to open the doors of the new school in August 2019.[14]
The sale was finalized amid ongoing residential expansion in Milpitas. On August 26, 2014, the Milpitas Unified Board of Education unanimously voted to approve a school attendance shift to funnel any new students from development projects in the north of the city to Joseph Weller Elementary School instead of Marshall Pomeroy Elementary School, which was at capacity. Students who were attending Marshall Pomeroy were grandfathered in and allowed to stay through sixth grade, but incoming kindergartners living in affected attendance areas were sent to Joseph Weller.[17]
