Paul Gallagher was a 2012 Democratic candidate for insurance commissioner.[1] Gallagher was defeated by incumbent Karen Weldin Stewart in the Democratic primary on September 11, 2012.[2]

He had also announced a run for insurance commissioner in 2016, however he did not file to run for the office at the July 12 filing deadline.[3][4]

Education

Gallagher graduated from the Salesianum School. He received an undergraduate degree in business administration from the University of Delaware in 1976.[5]

Career

Gallagher is a businessman and the vice president of Commercial Insurance Associates.[5]

Gallagher ran for Delaware Insurance Commissioner in 2012. He ran against incumbent Karen Weldin Stewart, Dennis Spivack and Mitch Crane in the Democratic primary on September 11, 2012. Gallagher was defeated by incumbent Karen Weldin Stewart in the Democratic primary on September 11, 2012.[6] Benjamin Mobley ran unopposed in the Republican primary and David R. Eisenhour ran unopposed in the Libertarian primary. The general election took place on November 6, 2012.[7]

The following is an interview with DelawareOnline for its "Delaware Voters Guide" for 2012:

1. What is the most important issue facing the Insurance Commissioner's office?

It will be important for the Insurance Department to help all Delawareans, individuals and employers, to navigate the new health care reforms. The Commissioner will need to impose protections to guard against unreasonable rate increases, strenghten consumer protections and require transparency. Also, it will be necessary to encourage employers to offer health insurance to their employees.
2. As Delaware’s insurance regulator, how would you help keep health insurance rates low?
First, I would not approve every requested health insurance rate increase as the current administration has done. Then I would help educate the Delaware public on the benefits of preventive care. Preventive care, eating right, exercise and not smoking do help lower health insurance premiums.
3. If elected, what would you do to increase options for consumers and businesses in various insurance marketplaces?
I would immediatly start working towards openning more insurance markets for our state. We have many companies licensed and doing business in Delaware but they do not offer all insurance products. I would have discussions with these companies first and then I would look toward companies that are not currently doing business here. I believe we can offer incentives to insurance companies as we do other companies in Delaware to do business here.
4. The Department of Insurance is charged with regulating insurance companies operating in Delaware, which includes ensuring financial solvency and compliance with Delaware insurance law. What changes, if any, would you make to the office’s current oversight practices?
The current regulation of financial solvency and compliance is being done well. I would increase the oversight of online purchasing of auto and homeowner insurance policies because I have observed that the consumer at times is purchasing inferior coverage to what they have currently in place. This is due to just not understanding the coverage and how it is being explained.
Candidate statement:
I have 36 years of hands on insurance experience. I have seen on a daily basis how insurance and insurance companies effect the lives of our citizens. I have more insurance experience and training than all of the other Democratic candidates combined. This is a serious job that should not be left in the hands of an untrained and inexperienced politician. I have the knowledge and experience to protect the citizens of Delaware and I will do so.[8]
