An effort to recall St. Charles Parish Councilman Paul Hogan was abandoned on November 9, 2009 by Stanley Hebert, a parish resident who filed the initial petition. Hebert said,"A lot of people are dissatisfied with what's going on, but most people don't want to put their names on a piece of paper."

The initial campaign to recall Councilman Hogan began in May 2009. According to Hebert, the recall campaign began because he and other residents were upset with Hogan for "ignoring residents' calls" regarding a possible new library branch in Paradis.[2][3]
Path to the ballot
In order to place the recall on the ballot, recall supporters were required to collect a minimum of 1,325 valid signatures. However, by early November supporters had collected approximately 100 signatures. The signatures were not submitted to the parish Registrar of Voters.[1]
