Two seats on the Peoria Public Schools District 150 Board of Education were up for general election on April 7, 2015. Both seats up for election were in District 3. One was an unexpired four-year term, and the other was a full five-year term.[1]

District 3 incumbents Jon Bateman and Chris Crawford were up for re-election. Bateman ran for re-election to a four-year term after getting appointed in August 2014. He faced three candidates, Ernestine Jackson, Daniel Walther and Brenda Wilson. Crawford did not file to run for re-election, leaving five challengers, Dan Adler, Jeffrey R. Campbell, Josh Haywood, Phil Romanus and Terry Spayer, to run for the full five-year term.[1][2][3]

Ernestine Jackson won election to District 3's four-year term, and Dan Adler won election to the five-year term.[4][5]

Peoria Public Schools District 150 is located in Peoria in central Illinois, which is the county seat of Peoria County. Peoria County was home to 188,429 residents in 2013, according to the United States Census Bureau.[6] Peoria Public Schools District 150 was the 14th-largest school district in Illinois during the 2011-2012 school year and served 14,057 students.[7]

Demographics

Peoria County underperformed compared to the rest of Illinois in terms of higher education achievement in 2013. The United States Census Bureau found that 28.9 percent of Peoria County residents aged 25 years and older had attained a bachelor's degree compared to 31.4 percent for Illinois as a whole. The median household income in Peoria County was $50,712 compared to $56,797 for the entire state. The poverty rate in Peoria County was 17.2 percent compared to 14.1 percent statewide.[6]

Voter and candidate information

The Peoria Board of Education consists of seven members elected by geographic district to five-year terms on a staggered basis every year. During even-numbered years, the elections are held in March, and in during odd-numbered years the elections are held in April. A general election for one full-term seat was held on April 7, 2015. On March 18, 2014, one seat was also up for election. The board elections in 2016 and 2017 will each feature two seats.[9]

A candidate for the board of education must be 18 years old, a resident of the district for at least one year prior to the election and a registered voter.[9] To get on the ballot, school board candidates had to file a notarized statement of candidacy and notarized nominating petitions with the Peoria County Clerk's Office during the filing period. The filing period began December 15, 2014, and ended December 22, 2014. The nominating petitions had to include the signatures of 50 voters residing in the school district and could not be circulated until September 23, 2014.[10]

To vote in this election, voters had to register with the Peoria County Clerk's Office by March 10, 2015. Early voting was available for registered voters starting March 23, 2015, and ending April 4, 2015.[10]

Endorsements

The organization Change150 endorsed challenger Ernestine Jackson for the four-year term seat and challenger Dan Adler for the five-year term seat.[11] The Peoria Federation of Support Staff (IFT Local 6099) and the Peoria Federation of Teachers (IFT Local 780) endorsed Adler and challenger Daniel Walther.[12]

The Business Pac of Central Illinois endorsed Adler and challenger Brenda Wilson.[13] Challenger Phil Romanus was endorsed by former Peoria Public Schools District 150 Board of Education member Alicia Butler and St. Jude Board of Directors Chairman Rich Unes.[12]

Campaign finance

School board candidates in Illinois are only required to file campaign finance reports if they accept contributions or make expenditures in excess of $5,000 in a 12-month period.[14]

No contributions or expenditures were reported during the election, according to the Illinois State Board of Elections.[15]
