This page provides known guidelines for Republican delegates representing Oregon at the 2016 Republican National Convention, as compiled from the "Bylaws of the Oregon Republican Party" and "Oregon Revised Statutes." The full text of relevant regulations is reproduced below.

HIGHLIGHTS
  • Oregon sent 28 delegates to the Republican National Convention in 2016: three automatic delegates from the Republican National Committee, 15 congressional district delegates, and 10 at-large delegates.
  • Delegate candidates were required to indicate which presidential candidate they favor and, if selected to participate in the national convention, sign a pledge to support him or her.
  • All delegates from Oregon were bound on the first ballot unless the candidate released them. On the second ballot, a delegate was to remain bound if the candidate received at least 35 percent of the convention vote on the previous ballot. All delegates were to become unbound on the third and subsequent ballots.

    Article XIV. Congressional District Organizational Activities

    Section A. Delegate Selection Convention for the Republican National Convention

    1) The duly elected Oregon Precinct Committeepersons shall convene at a time and place designated by the State Chairman for the purpose of: electing, a Congressional District Chairman and a Vice- Chairman, an Alternate Chairman and an Alternate Vice-Chairman, and other officers as deemed necessary, from among the District PCPs; electing Delegates and their Alternates to the Republican National Convention; and electing Presidential Electors. The meeting shall be held not later than forty (40) days after the May Primary held in the presidential election year.
    2) District officers, District Delegates to the Republican National Convention, shall be elected in separate breakout sessions by the PCPs of their respective districts, only for these purposes, and distinct from the other business of the Convention.
    3) The ORP Central Committee shall have sole authority to establish Special Rules for the Convention, subject to the written approval of the Republican National Committee (RNC). Once approved by the RNC, any amendments to the Special Rules are subject to the written approval of the RNC.

    Article XVIII. National Convention

    Section A. Delegates to the National Convention

    On or before October 1 of the year before the year in which the national convention is to be held, the Oregon Republican Party State Central Committee shall adopt and certify and file with the Republican National Committee special rules to provide for the selection of delegates and alternate delegates to the Republican National Convention. These special rules shall

    (1) be consistent with the Bylaws of the Oregon Republican State Central Committee; and

    (2) adhere to the most recent rules adopted by the Republican National Convention.

    Such special rules for the selection of Delegates to the Republican National Convention shall be enacted in the same manner as Bylaws and that procedure shall conform to Article XXVI. These special rules for the selection of delegates to the Republican National Convention shall only be in effect for the convention for which they were enacted.

    Section B. Delegate Conduct at the Republican National Convention

    Candidates for delegate and alternate to the Republican National Convention must state which Presidential Preference Primary candidate they favor, and will be listed as running for one of the delegate positions assigned to that presidential candidate. Each person selected as a delegate or alternate shall sign a pledge that he/she shall vote at the National Convention for the candidate for the President of the United States he/she favors until the candidate is:

    (1) nominated;

    (2) receives less than 35% of the votes for nomination at the convention;

    (3) releases the delegate from the pledge; or

    (4) until two convention nominating ballots have been taken.

    Should a delegate or alternate refuse to cast his/her vote in accordance with this pledge, as required by both the Bylaws of the Oregon Republican Party Central Committee and the Oregon Revised Statues, the Chairman of the Oregon delegation to the National Convention shall report to the convention floor that delegate’s vote in accordance with such laws and rules until such time as that delegate is released from his/her pledge.

    Delegates to National Conventions

    248.315 Selection of delegates to national convention. (1) After a presidential preference primary election, each major political party whose national affiliate holds a convention to select its nominee for President of the United States shall select delegates to the national convention of that party.

    (2) Delegates to the national convention of a party shall be selected in the manner provided by party rules, which shall provide all electors registered as members of the party equal opportunity to participate in the selection of delegates.

    (3) Delegates to the national convention of the party shall be selected so that the number of delegates who favor a certain candidate shall represent the proportion of votes received by the candidate in relation to the other candidates of that party at the presidential preference primary election. Each person selected as a delegate shall sign a pledge that the person will continue to support at the national convention the candidate for President of the United States the person is selected as favoring until:

    (a) The candidate is nominated at the convention;
    (b) The candidate receives less than 35 percent of the votes for nomination at the convention;
    (c) The candidate releases the delegate from the pledge; or
