The Anaheim Elementary School District, previously known as the Anaheim City School District, is a school district in California that served 19,308 students during the 2013-2014 school year, according to the Education Data Partnership.[1] During the 2012-2013 school year, this district was the 82nd-largest school district by enrollment in the state, according to the National Center for Education Statistics.[2]
About the district
The Anaheim Elementary School District is located in Orange County in southern California. The county seat is Santa Ana. Orange County was home to 3,169,776 residents in 2015, according to the United States Census Bureau.[3]
Demographics
Orange County outperformed California as a whole in terms of higher education achievement between 2010 and 2014. The United States Census Bureau found that 37.3 percent of county residents aged 25 years and older had attained a bachelor's degree, compared to 31 percent of state residents. The median household income for Orange County was $75,998, compared to $61,489 for the entire state. The percentage of people below poverty level was 12.9 percent, compared to 16.4 percent statewide.[3]

Christopher Downing is the superintendent of the Anaheim Elementary School District. Downing was appointed superintendent in May 2018. Downing's previous career experience includes working as local district superintendent, instructional director, and coordinator of specially funded programs of the Los Angeles Unified School District.[5]
Past superintendents
- Linda Wagner was the superintendent of the Anaheim Elementary School District from 2013 to 2018. Wagner's previous career experience included working as the superintendent of the Monrovia Unified School District.[6]
School board elections
The Anaheim Elementary School District Board of Education is composed of five members serving four-year terms.[7] The district began switching to by-district school board elections in 2016. Prior to that, the district used the at-large election method. The switch was finalized with the 2018 elections.[8]

Academic performance
California STAR program
California's Standardized Testing and Reporting (STAR) program, which includes the California Standards Tests (CST), the California Modified Assessment (CMA) and the California Alternate Performance Assessment (CAPA), measures the achievement of California content standards for grades two through 11. STAR results include English-language arts and mathematics in grades two through 11, science in grades five and eight through 11, and history-social science in grades eight, 10 and 11. In high school, math and science tests reflect the course in which the student is enrolled. There are four benchmarks to indicate a student's proficiency on STAR; below basic, basic, proficient and advanced. "Proficient" or "Advanced" indicates that a student is meeting or exceeding state standards, which is the desired achievement goal for all students.[14]

Issues
District changes name
The board of education voted to change the school district's name from Anaheim City School District to Anaheim Elementary School District in March 2016. Those in favor of the change said they wanted to prevent confusion with the Anaheim Union High School District and clarify that the district served elementary students.[15]
“I find that when I meet people for the first time, I have to explain that we’re the elementary school district serving central Anaheim,” said board member David Robert "D.R." Heywood, who first proposed the name change. “Now I say the new name, and it makes everything simpler by clearly stating who we are.”[15]
Board member Ryan Ruelas voted against the name change due to the unknown cost to the district. “I’m a product of this district and I agree that the new name will lead to less confusion on who we serve,” Ruelas said. “But without the hard, financial facts, I couldn’t approve it.”[15]
Elementary school parents petition for a charter school
The Anaheim City Board of Education was at odds with the parents of Palm Lane Elementary, a school in the district, when members unanimously voted down a petition to turn it into a charter school in February 2015. At the time, district officials said the petition lacked enough valid signatures, but Orange County Superior Court Judge Andrew Banks disagreed. In July 2015, he ruled the petition had been conducted properly and ordered the school board to approve it within 20 days.
California's Parent Empowerment Act, also called the Parent Trigger Law, allows parents to petition school boards to reform schools, which includes turning them into charter schools. The law requires signatures be collected from over half of the students' parents. The parents at Palm Lane Elementary were the first to invoke the law in Orange County. When they first turned in their petition to the school board, they said they had collected signatures from 66 percent of parents. Judge Banks said he found at least 11 more valid signatures than the parents needed.[16]
