An effort to recall Elaine Davis, Dana Carpenter and Shona Boxie-Williams from their respective District 1, 2 and 4 seats on the City of Baker School System in Louisiana was launched on February 6, 2015. There were no reports of signatures being submitted for the recall. The recall proponents, who included Reverend William King, began the recall effort to hold the board accountable for the district's academic performance ratings.[1]

All three recall targets faced and defeated challengers in their re-election bids in the general election on November 4, 2014.[2]

King and other community members cited the school district's performance in state academic performance rankings and "corruption" in their motivations for pursuing a recall against Carpenter, Davis and Boxie-Williams. Specifically, the recall supporters pointed to the district's performance score of "D" in the 2014 state evaluation. King commented on the ranking saying, "They are saying it's a D. A D is an F."[1]

Louisiana uses a letter grade system of A through F to describe school performance scores. The table on the right outlines the district's letter score by year. The scoring system changed from a 200-point system to a 150-point system in the 2013 evaluations. The letter grading system was added in 2011.

In 2007, the district had been labeled "Academically Unacceptable" after falling below 60.0 points on the scale. The district's scores had not fallen below that threshold since and had risen every year between 2010 and 2014.

The 150-point system scores are based on the following measurements:

  • Elementary schools (K-6): 100 percent of the school grade is based on student achievement on annual assessments in English language arts, math, science, and social studies. Schools may also earn points for significant improvement with students who are academically behind.
  • Middle schools (7-8): 95 percent of the school grade is based on student achievement on annual assessments with the final 5 percent based on credits earned through the end of students’ 9th grade year. Schools may also earn points for significant improvement with students who are academically behind.
  • High schools (9-12): Half of the school grade is based on student achievement (25 percent on the ACT and 25 percent on End-of-Course assessments). Half of the school grade is based on graduation (25 percent on the graduation index, which rewards achievements like Advanced Placement and International Baccalaureate exam credit, and 25 percent on the cohort graduation rate, the percentage of students graduating in four years). Schools may also earn points for significant improvement with students who are academically behind.[4]
