Oliver's Facebook page highlighted the following issues:

It is with great pleasure that I announce that I have decided to seek the State Senate seat in the May primary. It is time for this District (# 13) to send an experienced businessman to Charleston to help solve the vast budget problem. One problem with the budget is that we have had the same individuals trying to balance it for many years and they have proven that they are not good at it. Another matter is the waste of our tax dollars is getting out of control. The same people are in charge of that. Our state faces a budget crisis of $ 450 million at June 30, 2016. My many years in business have taught me a reinforcement of a basic law in managing funds, which is: very simple – don’t spend more than you have to spend.[6]
