Jillian Balow was the Virginia Superintendent of Public Instruction. She assumed office on January 16, 2022. She left office on March 9, 2023.

Balow (Republican Party) ran for re-election for Wyoming Superintendent of Public Instruction. She won in the general election on November 6, 2018.

Balow resigned as the Wyoming Superintendent of Public Instruction in January 2022 to become the Virginia Superintendent of Public Instruction.[1] Balow resigned as the Virginia Superintendent of Public Instruction on March 9, 2023.[2]

Balow was sworn into office on January 5, 2015, for a four-year term. She succeeded Cindy Hill, who ran for governor in 2014 rather than seek re-election as superintendent.[3]

Balow was elected Wyoming superintendent of public instruction, which is the head of the state Department of Education, in the 2014 elections.[4][5] After securing the Republican nomination in the August 19 primary, she defeated Democrat Mike Ceballos in the general election on November 4, 2014, winning with 61.1 percent of the vote.

The Virginia Superintendent of Public Instruction is an appointed position in the Virginia state government. The superintendent is the chief education officer in the commonwealth and serves as secretary of the Board of Education.

Wyoming Superintendent of Public Instruction (2015 - 2022)

Balow has served in this position since January 5, 2015.[6] She was elected to her first four-year term as superintendent in 2014.

About the office

The Wyoming Superintendent of Public Instruction is an elected executive position in the Wyoming state government.[7] The superintendent is the chief education officer in the state, though from January 2013 until April 2014, the superintendent's role was changed to be largely ceremonial under a state law that was later found to be unconstitutional.[8]

The specific duties of the superintendent are outlined in Title 21, Chapter 2, Article 2 of the Wyoming state code. They are as follows:[9]

  • Make rules and regulations, consistent with this code, as may be necessary or desirable for the proper and effective administration of the state educational system and the statewide education accountability system pursuant to W.S. 21-2-204;
  • Consult with and advise the state board, local school boards, local school administrators, teachers and interested citizens, and seek in every way to develop public support for a complete and uniform system of education for the citizens of this state;
  • Maintain adequate files and records of matters pertaining to the business of his office;
  • Enforce the provisions of this code and the administrative rules and regulations provided for in this code, in accordance with procedures provided by law;
  • Assist the state board in the performance of its duties and responsibilities, including providing information to the board upon request;
  • Prepare and maintain a list of accredited schools in Wyoming;
  • Print and distribute to local boards of trustees, local school administrators and other persons and agencies within or without the state the school laws, regulations, forms, necessary reports of the state board, state committee, state superintendent and state department. The state superintendent may require the payment of reasonable costs of publication, handling and postage by persons or agencies outside the state requesting publications and shall deposit all payments into the general fund;

  • Montgomery Trust Fund for the Visually Impaired Board
  • Wyoming Early Childhood Council
  • Wyoming Workforce Development Council
  • Wyoming Higher Education Assistance Authority
