Joint Rules Committee, Vermont State Legislature
The Joint Rules Committee is a standing committee of the Vermont State Legislature.
Per the Joint Rules, the Rules Committee is assigned by the Speaker of the House and the Senate Committee on Committees. Committee assignments take place at the start of each session. The Speaker and the Senate President Pro Tempore serve as ex officio members of the committee.[1]
The Rules Committee elects a chair and vice-chair from among its members. Every two years, the chair position cycles between House and Senate members of the committee. The committee clerk is the Clerk of the House when a House member is the chair and the Secretary of the Senate when a Senate member is the chair.[1]

Function
According to Section 2 of the Joint Rules, the Rules Committee "shall propose and have referred to it matters relating to the Joint Rules of the General Assembly."[1]
