  • Schweitzer received a fiscal policy grade of "B" from the Cato Institute in 2011. According to the report, "State spending exploded during Governor Schweitzer’s first few years in office. General fund spending rose 52 percent between FY05 and FY08. As a result, the governor scored poorly on the 2008 Cato report card. However, spending has been falling recently, and Schweitzer’s proposed budget for FY11 is 11 percent below spending at the peak in FY08."[2]
