Biography

Phelps grew up in Tulare, California. He earned his bachelor's degree from Pitzer College and his master's degree from Claremont Graduate University.[1]

Drew Phelps is a dedicated Tularean running to bring much-needed change and common sense to California's 26th Assembly District.

Born and raised in the district, Drew actively led and organized residents of the district with Citizens for Hospital Accountability, whose members worked tirelessly to save the Tulare Regional Medical Center. As a result of the 2-year long campaign, Citizens for Hospital Accountability succeeded in defeating an unwise bond measure that would have cost the county millions, recalling a board member who had been seated for over 20 years, and ultimately replacing all 5 board members to ensure a fresh start for the Tulare Regional Medical Center.

Previously, Drew served as the Director of Grant Oversight with the Manuel Torrez Family Resource Center, bringing in funding for the Center's "Healthy Families, Happy Kids" initiative, as well as helping organize the program's annual mobile health clinic and fair.

Professionally, Drew works in land use and project management for Granville Homes, a Valley-based residential development company that builds homes for local working and middle-class families, including multi-family infill projects. Previously, he was a policy analyst and multimedia journalist with Granville's affiliated online news publication, GV Wire, which focuses on issues affecting our communities in the Tulare, Inyo, and Kern counties.
  • My first priority when in office will be water. I will work on eliminating the unacceptable water quality issues for working families and fighting for a higher quantity of water deliveries to the agriculture sector, which is the engine of our local economy.
  • I will work to expand healthcare access and make it more affordable.
  • I will make sure our workforce doesn't get left behind and that we bring new technologies and job training to the district.
Water, both quality and quanitity

I will advocate for new and expanded storage, upgrades to conveyance, and support for Sustainable Groundwater Management Act (SGMA) implementation and secure sustainable funding for clean drinking water projects, including municipal hookups and filtration systems

Healthcare Access

I will work to bring more doctors, nurses and specialists in our community through new and existing state programs​ and strengthen pathway programs for local students who want to enter medical professions to keep them in our community.

Economic and Educational Opportunity

I will work to install broadband access in rural ares, expand job training programs, and establish incentives for new industries and protections for existing small-business owners.

Addressing Homelessness

I will work to expand existing services for homeless populations and develop programs aiming to address the root of the issue: housing affordability and access to mental healthcare.

Transportation

I will attempt to ensure infrastructure dollars are spent efficiently and in the manner they were designated.

Housing

I will craft housing policies tailored to improving affordability in the 26th District.
