Herbert founded and chaired the Polk County Libertarian Party of Iowa in 2012. He was vice chair of the Polk County Libertarian Party in 2014. In 2015 he was elected to serve on the Libertarian Party of Iowa as the Congressional District 3 representative. In 2017, Herbert was elected to serve as a member of the Judiciary board of the Libertarian Party of Iowa. That year he moved to Story County, Iowa, where he helped to form and later chair the Libertarian Party of Story County.[1]

The signature filing deadline for candidates wishing to run in this election was March 14, 2014. Incumbent Rick L. Olson was unopposed in the Democratic primary and faced Joshua James Herbert (L) in the general election.[2][3][4] Incumbent Olson defeated Herbert in the general election.[5]
