James Tully (Republican Party) is running for election to the Virginia House of Delegates to represent District 23. He is on the ballot in the general election on November 4, 2025.[source] The Republican primary for this office on June 17, 2025, was canceled.

Biography

James Tully was born in Alexandria, Virginia. He served in the U.S. Marine Corps from 1986 to 1991. Tully earned a high school diploma from Langley High School, an associate degree from Northern Virginia Community College in 1997, and a bachelor's degree from George Mason University in 1999. His career experience includes working as a public servant. Tully has been affiliated with Scouting and Rotary.[1]

I’ve served Virginia and the United States for three and a half decades. I enlisted in the Marine Corps in 1986 and served until 1991 on active duty and another four years in the Reserve. While in the reserves, I attended George Mason University as a part-time student. I graduated with a Bachelor of Science degree in Administration of Justice in 1999. When I hung up his Marine Corps uniform, I donned another public safety uniform and have served in multiple jurisdictions in Virginia. I know this area because I’ve lived here, gone to school here, worked here, and raised my three kids here with my loving wife, Stacey.
  • Transportation is broken in the 23rd District. Interstate 95 and Route 1 are failing to handle the growth in Virginia.
  • Our students and families are struggling after COVID-19. A quality education and career and technical programs can help close that gap.
  • Building cross cultural understanding in public safety and addressing the opioid and mental health needs will build safer communities.

The passing of bills, preparing of state budget on spending, setting the tax rates, and to uphold or override gubernatorial vetoes.
My only legacy is my children. So making Virginia a place that my children and all the residence of the Commonwealth have a place where their legacy can prosper,

Governors have tremendous power over the legislative branch because they serve year-round and hold office alone. Three of the governor’s chief functions are to influence the legislative process through an executive budget proposal, a policy agenda, and vetoes. So good communication and collaboration legislators can influence the Governor.
Transportation, Infrastructure, Mental Health, and the Opioid Epidemic.
No, we the people serve the people. Politics should not be a full time job, it should be a public service.
Why does a chicken coop only have two doors?

If it had four it would be a chicken sedan.
Compromise and collaboration are very important to making good policy. There are plenty of issues that all sides can agree on and find meaningful solutions to better the commonwealth.
