Don Harmon (Democratic Party) is a member of the Illinois State Senate, representing District 39. He assumed office in 2003. His current term ends on January 13, 2027.

The Illinois State Senate elected Harmon Senate president on January 19, 2020. Harmon replaced President John Cullerton (D), who retired that same month.[1]

Harmon was born in Oak Park, Illinois, in 1966. He received a B.A. in economics and English writing from Knox College in 1988 and an M.B.A. and J.D. from the University of Chicago in 1994. From 2005 to 2020, he was an attorney at Burke Burns & Pinelli, LTD.[2][3]

Harmon was elected to the state Senate in 2002, defeating James Caporusso (R) 70%-30%. According to Capitol News Illinois, Harmon "pushed for legislation to require gun dealers to be licensed by the state and to expand early childhood education programs. He has also been an advocate for voting rights and clean energy initiatives."[4][5] Before becoming president of the Senate, Harmon served as president pro tempore from 2011 to 2019.[6][7]

According to Capitol News Illinois, the X Caucus, consisting of 10-12 members depending on the issue, were influential in electing Harmon president in 2020. The publication described the group as "moderate suburban and downstate Democrats" who, according to Sen. Michael Hastings (D), were "a good group of commonsense, consensus-building legislators [who] don’t fit into the ultraconservative or ultraliberal sects" of the Democratic Party.[8] In 2024, the Chicago Tribune reported on the special Democratic primary for Senate District 20, noting Harmon's involvement: "[Graciela] Guzmán has the backing of liberal Democratic and Democratic socialists in the legislature and City Council, while [Natalie] Toro is backed by Illinois Senate President Don Harmon and more moderate Democrats in the chamber."[9]

Elections for the Illinois State Senate took place in 2014. A primary election took place on March 18, 2014. The general election was held on November 4, 2014. The signature filing deadline for candidates wishing to run in this election was December 2, 2013. Incumbent Don Harmon defeated Bob Galhotra in the Democratic primary and was unchallenged in the general election.[12][13][14]

Harmon won re-election to the Illinois State Senate in District 39 in the 2012 election. Harmon was unopposed in the Democratic primary on March 20, 2012, and was unopposed in the general election on November 6, 2012.[15][16][17]

On November 7, 2006, Democrat Don Harmon won re-election to the Illinois State Senate District 39 receiving 57,487 votes, ahead of Republican Jim Rowe receiving 11,159 votes.[18]

Millionaire's tax

In April 2014, Harmon supported a progressive income tax of 6.9 percent for anyone making more than $180,000 a year. Those making more than $1 million would pay an additional three percent for the proposed 'millionaires’ tax'. “We’ve proposed a comprehensive rate structure that works with, or without, a millionaires’ (tax),” Harmon said.[20]
