Kathleen O'Halloran
Kathleen O'Halloran was a 2013 Democratic candidate for District 88 of the Virginia House of Delegates.[1]
Biography
O'Halloran graduated from St. Brenden's Diocesan High School in 1957 before attending the State University of New York at Stony Brook, where she graduated with a Bachelor of Arts in economics in 1978. She also earned a Master of Science in policy analysis and urban planning from the State University of New York at Stony Brook before going on to earn a Master of Arts in national policy and strategic studies from the Navy War College in 1999. O'Halloran worked as an environmental planner, in the Virginia Department of Emergency Management, in the President's Office of Management and Budget, and for the U.S. Army.[2]

- Transportation
- Excerpt: "Recently the legislature finally passed, and the Governor has signed, a transportation bill that is supposed to help resolve our road congestion. This is the first transportation bill in 27 years -- 10 of those years Mark Cole was in the Assembly. While this bill is not perfect, it is a significant breakthrough and brings some hope -- however far and distant in the future -- that this region and the State can once again become viable as a desirable place to live and work. And where businesses will be willing to invest. Mark Cole voted against this bill."
- Women’s Reproductive Rights
- Excerpt: "A transvaginal ultrasound bill in the 2012 General Assembly was featured on the Comedy Central Show and made Virginia the laughing stock of the nation. Mark Cole, my Republican opponent and the current incumbent, supported this bill. The bill failed only after Virginians rallied against it. However, the bill really was no laughing matter. It invaded women's privacy, usurped doctor-client privileges and was demeaning to women throughout the Commonwealth. Doctors say the transvaginal ultrasound is not necessary for medical purposes and it is costly."
- Education (K-12)
- Excerpt: "Over the last several years, Virginia’s position as a leader in education has begun to slip. Funding cutbacks from Richmond have placed severe pressures on education budgets. School systems in the 88th District are no exception -- they have all been hit hard. Curricula have been slashed, schoolrooms are overcrowded, and Virginia's teacher's salaries are so low now that they average 50th in the nation!"
- Integrity in Government
- Excerpt: "My opponent is the current incumbent representing the 88th District in the House of Delegates. For this he is paid approximately $18,000 a year. At the same time he is the Deputy Administrator of Spotsylvania County. He is paid $125,000 a year for this position. The 88th District includes parts of Spotsylvania, Stafford, and Fauquier Counties, as well as part of the City of Fredericksburg. This double dipping situation may be legal but it is an untenable situation. ...Beyond the fact that Mark Cole is double dipping, there is the question as to how he obtained the position of Deputy County Administrator of Spotsylvania. In 2012, the Spotsylvania Board of Supervisors abruptly decided to take away hiring authority from the Administrator and to give it to themselves. Then they turned around and hired Mark Cole -- who by the way had contributed to several of the Board members' election campaigns."
- Excerpt: "I believe women deserve equal pay for equal work. We need to lead the charge against Republican attempts to limit women's rights, and making sure Virginia women are treated equally in the workplace is a crucial piece of that effort."
Elections
2013
O'Halloran ran in the 2013 election for Virginia House of Delegates District 88. O'Halloran ran unopposed in the June 11th Democratic Primary. She was defeated by incumbent Mark Cole (R) in the general election on November 5, 2013.[4]
