Three of the nine seats on the Newburgh Enlarged City School District Board of Education in New York were up for at-large general election on May 16, 2017. Board members Carole Mineo and Darren Stridiron filed for re-election and were joined on the ballot by former member Mark Levinstein, former candidate Sylvia Santiago, and newcomer William Walker. Mineo and Stridiron won re-election, and Walker won election to the other seat.[1][2]

Voter and candidate information
The Newburgh Enlarged City Board of Education consists of nine members elected to three-year terms. Elections are held at large on a staggered basis every year in May. Four seats—three regular three-year terms and one one-year term—were up for election on May 17, 2016, and three seats were up for election on May 16, 2017.[3][4]
To get on the ballot, school board candidates had to file with the school district clerk by April 26, 2017.

All school board candidates in New York who raise or spend more than $50 are required to file campaign finance reports. If candidates raise or spend less than $1,000 they are required to file with their city or county's board of elections. If they raise or spend over $1,000, they must file with the New York State Board of Elections. Candidates who raise or spend less than $50 (including their own personal funds) do not have to file any reports. If this occurs, candidates are required to file an exemption statement with the appropriate board of elections.[8]

The 2017 Newburgh Enlarged City Board of Education election attracted a smaller average number of candidates per seat than the district's 2014 and 2016 elections. Five candidates ran for three seats for an average of 1.67 candidates. In 2014, an average of 3.5 candidates ran per seat, and in 2016, an average of two candidates ran per seat. The district's 2015 election tied with the 2017 election for an average of 1.67.
One newcomer was guaranteed to join the board in 2017 due to an open seat. Newcomers were also elected to the board in 2014, 2015, and 2016. In 2014, newcomers defeated three incumbents and won every seat on the ballot. In 2015, they defeated one incumbent, while another won re-election. About the district
The Newburgh Enlarged City School District is located in Orange County in southeastern New York. The county seat is Goshen. Orange County was home to an estimated 379,210 residents in 2016, according to the United States Census Bureau.[10] The district was the eighth-largest school district in the state in the 2014-2015 school year and served 11,648 students.[11]
Demographics
Orange County underperformed compared to New York as a whole in terms of higher education achievement between 2011 and 2015. The United States Census Bureau found that 29.2 percent of county residents aged 25 years and older had attained a bachelor's degree, compared to 34.2 percent of state residents. During the same time period, the median household income in Orange County was $70,848, compared to $59,269 statewide. The poverty rate was 12.1 percent in the county, while it was 15.4 percent for the entire state.[10]
