Delegate Selection Process
ONLY delegates to the 2016 Oklahoma Republican State Convention are eligible to be nominated as a delegate to the 2016 Republican National Convention. Although the Oklahoma Delegates to the Republican National Convention are bound to vote based on the state’s Presidential Primary results, the actual people who will serve as Delegates are selected as follows: (Proxies are not allowed at any convention)
DISTRICT CONVENTIONS: (no later than April 16, 2016)
Each Congressional District will hold a convention to elect three (3) Delegates and three (3) Alternate Delegates to the Republican National Convention. Nominations may be made from the floor or as stated in the convention rules. All delegates must be elected by a majority vote. The persons nominated must be registered Republicans from that Congressional District and submit a duly signed Affidavit of Acceptance included in this packet.
The award of Oklahoma Congressional District delegates and Congressional District Alternates will be:
Sen. Ted Cruz: CD1=1, CD2=1 CD3=1, CD4=1, CD5=1 TOTAL 5 Congressional District Delegates
Donald Trump: CD1=1, CD2=1 CD3=1, CD4=1, CD5=1 TOTAL 5 Congressional District Delegates
Sen. Marco Rubio: CD1=1, CD2=1 CD3=1, CD4=1, CD5=1 TOTAL 5 Congressional District Delegates
STATE CONVENTION: (May 14, 2016)
The Republican State Convention will convene to elect twenty-five (25) Delegates-at-Large and twenty-five (25) Alternates-at Large to the Republican National Convention. The Republican State Executive Committee is authorized by State Party Rules to interview and nominate a slate to fill these slots. However, nominations may be made from the floor of the State Convention. All persons nominated must be registered Republicans in the State of Oklahoma and submit a duly signed Affidavit of Acceptance included in this packet. All delegates must be elected by a majority vote.
The Oklahoma Republican Party State Committee voted to adopt the recommendation of the State Central Committee to fill the slate of delegates to the National Convention with pledged supporters of each Presidential candidate. The number of delegates will be slated in the ratio of the number of delegate votes each candidate was awarded based on the results of the Presidential Preference Primary held on March 1, 2016.

BINDING OF DELEGATES:
Oklahoma State law determines how each delegate is legally required to cast their vote at the Republican National Convention. Each candidate for delegate MUST sign an Affidavit of Acceptance of this law before they can qualify to be a delegate to the National Convention.

- Each delegate or alternate delegate to the national convention of his political party shall cast their vote on all ballots for the candidate who received this state's vote. If that candidate is for any reason no longer a candidate, the votes of the Oklahoma delegation shall be cast for any candidate of their choice.
- The vote of the nominee on selection of the Republican candidate for President of the United States at the Republican National Convention shall be cast as provided in 26 O.S. 20-105.

- Delegates and alternates to file affidavits on voting.
- No person selected as a delegate or alternate delegate shall qualify to attend the national convention of his political party unless he files with the state central committee of his party a signed affidavit of acceptance stating his name, address, that he is a registered voter of the political party and, pursuant to effectuating the purpose and the result of the Presidential Preferential Primary in this state, that he pledges himself to vote as provided for in Section 4 of this act (Title §2620104).
- Any vote cast by a delegate which is not in accordance with his delegate pledge shall be void.
All delegates must vote for the candidate for whom their vote is pledged until such time as the Chairman of the Oklahoma Republican gives official notification of their release.
Delegate Nomination Process
DELEGATES CHOSEN AT THE DISTRICT CONVENTION
To run for the position of National Delegate or National Alternate Delegate at the district level, contact the appropriate District Chairman to inquire if the District Committee requests any information prior to the District Convention.
You will also need to fill out and sign an Affidavit of Acceptance and send it to the District Chairman. The notarized affidavit may be turned in the day of the District Convention to the District Convention Secretary. DELEGATES CHOSEN AT THE STATE CONVENTION
The Oklahoma Republican Party State Executive Committee is charged with the duty of nominating At-Large Delegates and At-Large Alternate Delegates to be presented to the State Convention, duly called to order for the purpose of electing Delegates to the 2016 Republican National Convention. These nominations in no way prevent the Delegates to the Oklahoma State Convention from making additional nominations for the floor.
If you wish to be considered for the slate presented by the State Executive Committee, you must do the following:
- Fill out, sign, and return the Nomination Form to the State Headquarters before April 23, 2016. You can FAX: 405-521-9531, email: jake@okgop.com, or mail to: OK Republican Party, 4031 N. Lincoln Blvd., OKC, OK 73105
- Complete, sign, and return the Affidavit with the Nomination Form, as above stated.
- The State Executive Committee will meet on Saturday, April 30, 2016 at 9:00 a.m. If you wish to personally appear before the Executive Committee to orally discuss your Nomination Form, you must contact Morgan Dunsmore at 405-528-3501 or email morgan@okgop.com to set your appointment time. All appointments must be scheduled by April 27, 2016. The length of each appointment will be determined by the State Chairman based on the total number of nomination forms received.
If you wish to run from the floor, you must fill out and sign the Nomination Form and Affidavit of Acceptance, return them to the State Headquarters no later than April 23, 2016, or turn it in to the Convention Secretary on the day of the State Convention. You should refer to the State Convention Rules which will be sent to all County Chairmen and posted on our website no later than 10 days before the date of the OKGOP State Convention.
CONVENTION COMMITTEES:
The Oklahoma Delegation to the Republican National Convention will gather IMMEDIATELY AFTER THE ADJOURNMENT of the OKGOP STATE CONVENTION to conduct any business of the delegation. The Oklahoma Delegation consists of the delegates elected at the District Conventions as well as the delegates elected at the State Convention. The business may include, but not be limited to, (1) The Congressional District delegates assigning amongst themselves who shall represent each Presidential candidate that was awarded delegate votes according to the state Presidential Preference Primary, if such representation has not already been decided. If the delegates cannot decide who shall represent each candidate, the Oklahoma State Party Chairman will assign the delegates and the decision of the Chairman will be considered final. The At-Large Delegates will be assigned to the Presidential candidate according to the State Convention Rules; (2) The delegation will elect from among their entire delegation two (2) members, consisting of one (1) male and one (1) female to serve on each of the Convention Committees. The Convention Committees are as follows:
- Convention Committee on Credentials
- Convention Committee on Rules and Order of Business
- Convention Committee on the Platform
The delegates elected to serve on these committees must be able to attend the committee meetings held the week prior to the Convention. All expenses related to serving on a committee are the responsibility of the delegate.
The delegation may also discuss convention uniforms, trading pins and any other items pertaining to the Convention.
EXPENSES:
The Republican National Convention will be held in Cleveland, Ohio July 18-21, 2016. The estimated cost of hotel and travel to the convention may exceed $2000 for delegates and $3000 for committee members. All Delegates and Alternate Delegates must pay their own housing, transportation, and meals for the Republican National Convention. You are also required to pay for miscellaneous expenses associated with the Oklahoma delegation. The Oklahoma delegation traditionally wears a navy blue blazer and on Thursday, picture day, khaki or tan slacks or skirt. You will be provided an embroidered Oklahoma state seal to attach to your blazer.
NOTE: No one may serve as a Delegate to the Republican National Convention more than two consecutive times.
GUESTS: The most current information from the Committee on Arrangements allows one guest pass for each delegate and alternate. Guests are responsible for their transportation to and from the Cleveland and the cost of their hotel room. Guests will be invited to all events with the delegation and will be given reserved Guest seating at the National Convention. Guests are NOT VOTING members of the convention but are allowed to enjoy all convention activities. Because of the cost of the delegation activities there will be a $250 guest fee, made payable to the Oklahoma Republican Party. The fee includes 1) Travel to the convention center and all events with the delegation, 2) Access to the delegation hospitality suite, and 3) All meals provided to the delegation.
Delegate Apportionment Rules
All delegates will be apportioned among the candidates as prescribed in OKGOP State Party Rules.
Rule 18 (h) - States as follows:
Nomination and Election of Delegates to National Convention and Presidential Electors:
(h) Award of Delegate Votes: The following method shall be followed by the Oklahoma Republican Party to award delegate votes at the Republican National Convention, based on the canvassed results of the Presidential Preference Primary reported to the Chairman of the ORP by the Secretary of the State Election Board. The method to award delegates that is set out by statute in the State of Oklahoma Election Board (presently codified at 26 O.S. 2001 § 20-l04B & C) shall be superseded and/or supplanted by this rule.
1. All delegates from the State at large shall be awarded to a presidential candidate who receives a majority (more than 50%) of the votes in the Republican presidential preference primary election in the state. If no presidential candidate receives a majority of the votes in the state, then the award shall be as follows: based on the relationship that the number of votes received by each presidential candidate bears to the total number of votes cast in the Republican presidential primary election in the entire State; provided that a presidential candidate must receive at least fifteen percent of the total vote cast in the State in the Republican presidential primary election in order to be entitled to any of the State at large delegates. The Chairman of the Oklahoma Republican Party shall apportion pro rata the number of delegates from the State at Large each of the presidential candidates is entitled to receive rounded to the nearest whole number.
2. All delegates from each congressional district shall be awarded to a presidential candidate who receives a majority (more than 50%) of the votes in the Republican presidential preference primary election in that district. If no presidential candidate receives a majority of the votes in a congressional district, then the award shall be as follows:
- a. If three or more presidential candidates receive fifteen percent or more of such total vote in the district, the top three finishers in the District shall be awarded one delegate from that district.
- b. If only two presidential candidates receive fifteen percent or more of such total vote in the district, the presidential candidate who receives the most votes in that congressional district shall receive two (2) delegates and the presidential candidate who receives the second most votes in that congressional district shall receive one (1) delegate; and,
- c. If only one presidential candidate receives fifteen percent or more of such total vote in the district, such presidential candidate shall be awarded all of the delegates from that district. A presidential candidate must receive at least fifteen percent of the total vote cast in the district in the Republican presidential primary election in order to be entitled to any of the three delegates from that district.
