Rules Committee, Vermont House of Representatives
The Rules Committee is a standing committee of the Vermont House of Representatives.
Per the House Rules, the Rules Committee consists of majority and minority party leaders. In addition to the party leaders, there are two at-large members who are elected to serve on the committee by their respective parties. The Speaker of the House serves as the committee's chair ex officio and appoints a vice-chair who also serves as the committee's ranking member. Committees are assigned at the start of each regular session. Each committee appoints a clerk from its members at the first meeting. The chair of each committee is responsible for calling meetings, and the clerk keeps a record of committee activity, including bills considered and members' votes, to be delivered to the Secretary of State at the end of each session.[1]

Function
According to the House Rules, the Rules Committee considers matters relating to "The rules of the House and to expediting the business of the House, including the final adjournment thereof."[2]
