Congressional Democratic Party primary runoff elections were held in Texas on May 22, 2018, in order to select the party's candidates for Texas' 2018 elections. The runoffs were necessary in primary elections where no candidate received more than 50 percent of the vote. Runoffs were held in:
In the 7th District, Lizzie Pannill Fletcher defeated Laura Moser in the Democratic primary runoff. Pannill Fletcher challenged Rep. John Culberson (R) in the district that hasn't elected a Democrat to the House since 1964. Hillary Clinton (D) carried the district by 1 percent in 2016. The primary received national attention after the Democratic Congressional Campaign Committee (DCCC) released opposition research it had compiled against Moser, arguing that statements she made about living in Texas would prevent her from winning a general election.[1] The runoff was framed by some observers as a battle between party insiders and outsiders. Politico wrote that Moser was "laying the groundwork for an outsider, Bernie Sanders-style campaign," while reporting on a DCCC memo arguing that voters had picked "a clear frontrunner."[2]
In the 23rd District, Gina Ortiz Jones defeated Rick Treviño in the primary runoff. Ortiz Jones faced incumbent Rep. Will Hurd (R), who was first elected in 2014. The 23rd District was a swing district in the years leading up to the 2018 election, causing Democrats to hope they might once again flip the seat back to their control. The 2016 election saw Hurd narrowly defeat his Democratic challenger Pete Gallego by just over one percentage point. Hurd originally unseated Gallego in the 2014 general election; prior to that Gallego had held the office for two years. National political correspondent for The Washington Post Karen Tumulty said the following of the district: "It is the only true swing district in Texas...This is a district that last year voted narrowly for Hillary Clinton, but it also voted to re-elect [U.S. Rep.] Will Hurd to Congress."[3]

District 7
A runoff election involving the only Democratic U.S. House candidate from Texas opposed by the Democratic Congressional Campaign Committee (DCCC) occurred on May 22, 2018. Two weeks prior to the March 6 primary for this Houston-area U.S. House seat, the DCCC released opposition research targeting writer Laura Moser (D).[5] Moser placed second in the primary behind attorney Lizzie Pannill Fletcher (D), but since neither candidate received more than 50 percent of the vote, the two ran in a runoff election for the party's nomination.
The opposition research said that Moser would be a vulnerable candidate in the general election, saying that "she is a Washington insider, who begrudgingly moved to Houston to run for Congress. In fact, she wrote in the Washingtonian magazine, 'I’d rather have my teeth pulled out without anesthesia’ than live in Texas.'"[6]
The two candidates emphasized differing strategies for the general election, with Fletcher focused on winning support from voters who have mostly backed Republican candidates in the past and Moser on increasing turnout.[7]
Lizzie Pannill Fletcher defeated Laura Moser in the May 22 runoff. With 63 percent of precincts reporting, Fletcher received 68 percent of the vote to Moser's 32 percent.[8]
Seven Democratic candidates filed to run for the seat, which Democrats viewed as a potential pickup opportunity in the general election. Although the seat has been held by Republican candidates since 1966, Hillary Clinton (D) carried the district over Donald Trump (R) in the 2016 presidential election. The DCCC targeted the race in May 2017 as part of its battleground expansion strategy against the GOP.[9] Click here for media reactions to the primary election on March 6, 2018.

District 21
Army veteran Joseph Kopser beat pastor Mary Wilson in the Democratic primary runoff for Texas' 21st Congressional District. Kopser received 58 percent of the vote, while Wilson received 42 percent.
Kopser faced former Ted Cruz Chief of Staff Chip Roy for the seat of incumbent Lamar Smith (R), who announced that he would not seek re-election in 2018 in November 2017.[10]
Kopser led the field in funds raised as of December 31, 2017, reporting about $678,000 in total contributions with $260,000 of those in the last quarter of 2017. That amount was more than any of the 18 Republican candidates who filed for the seat raised in the same quarter. Crowe reported the next-highest funds raised in the Democratic race with $120,000 in contributions at the close of 2017.[11][12]
Donald Trump (R) won this district by 10 points in 2016. Mitt Romney (R) won it by 21.9 points in 2012.

Air Force veteran Gina Ortiz Jones beat teacher Rick Treviño in the Democratic primary runoff for Texas' 23rd Congressional District. Ortiz Jones received 68 percent of the vote, while Treviño received 32 percent. Ortiz Jones faced incumbent Will Hurd (R) in the general election, who won the primary by a 60 percent margin.
The 23rd District was a swing district in the years leading up to the 2018 election, causing Democrats to hope they might once again flip the seat back to their control. The 2016 election saw Hurd narrowly defeat his Democratic challenger Pete Gallego by just over one percentage point. Hurd originally unseated Gallego in the 2014 general election; prior to that Gallego had held the office for two years.
