Harrington-McKinney earned a B.S. in special education from the University of Missouri, Saint Louis, a master's degree in urban planning and public policy analysis from Southern Illinois University, Edwardsville, and an M.B.A. from Fontbonne University.[1]

Harrington-McKinney's professional experience includes work as the associate director of Madison-area Urban Ministry and an adjunct instructor at Edgewood College. She has served as a member of the Homeless Services Board and the Dane County Delegation on Poverty and as a board member for the Area Agency on Aging and A Fund for Women.[2][1]
