Smith is an attorney. He was a Prosecutor for Lowndes County from 1980-1989. He earned his JD and BS from Mississippi State University.
Smith is a member of the Chamber of Commerce, Columbus Arts Council, Deacon of First Baptist Church, member of the Lowndes County Bar Association, Board President of the Steens Civic Club, and President of Swim Columbus.[2]

Race for Speaker of the House
Following House Speaker William McCoy's (D) decision not to run for re-election in 2011, lawmakers are posturing to run for his powerful legislative position. Smith is considered a possible frontrunner for the speakership. He narrowly lost the 2008 speaker election by a single vote. Lawmakers will vote on a new speaker at the start of the 2012 session. A narrow margin of power for either party following the election could force lawmakers to form a coalition in order to elect a new speaker.[3]

On November 8, 2011, Smith won re-election to District 39 of the Mississippi House of Representatives. He defeated Jack Larmour in the primary on August 2, 2011.[4] Smith was unchallenged in the November 8 general election. [5]

On November 6, 2007 Smith was re-elected in District 39. He defeated James Samuel in the primary election and ran unopposed in the general election.
