J. Colin Heffernan earned a bachelor's degree from Cornell University in 2002. He earned a J.D. from Tulane University in 2008. Heffernan's career experience includes working as a lawyer.[1]

|Colin has been extremely active in the Old Saybrook community for the past fourteen years, serving on the town Zoning Commission and as chair of the Aquifer Protection Agency and Inland Wetlands & Watercourses Commission. He has also served as the chair of the nominating committee of the Old Saybrook Democratic Town Committee. Professionally, he has maintained a law practice in Old Saybrook since 2010, representing individuals, families, small businesses and nonprofits across the state, often as a trial lawyer before the Connecticut Supreme and Appellate Courts. Equal rights have been a focus of Colin’s practice and in Law School he served as the Editor in Chief of the Tulane Journal of Law and Sexuality, the nation’s first law journal dedicated to the advancement of legal protections for the LGBTQ community. Colin lives in Old Saybrook with his partner, Victoria, and their three children. You can often find him hiking the preserve with his family and dog or paddleboarding off our town beaches.
- Defend Reproductive Rights: Across the country, reproductive rights are under attack. With the repeal of Roe v. Wade, Colin is committed to enshrining protections for abortion at the state level, so abortion continues to be legal, accessible, and safe.
- Address the Climate Crisis: The scientific community is in total agreement - climate change is an existential threat. As your next representative, Colin is committed to fighting for an environmentally sustainable future, so we can leave our future generations with a hospitable planet.
- Keep Combat Weapons Out of the Wrong Hands: Colin believes that the only solution to our gun violence epidemic is to keep assault weapons off the street and to close every loophole that allows guns to fall into the wrong hands. He’ll vote to preserve common sense gun control and ensure we do everything we can to save lives.
Common Sense Gun Control: Connecticut has some of the strongest gun laws in the country and if elected, I will fight to protect those laws from outside extremists and to close every loophole I can find. Lax gun laws result in more crime, more violence and more deaths by suicide. Guns are the number one killer of children in the country, and that is unacceptable to me as a father. I have been endorsed by Connecticut against Gun Violence and been named a Gun Sense Candidate by Moms Demand Action,
Women's Rights: Reproductive Rights are human rights and I will always stand up for a woman's right to make her own medical decisions, without government interference. I’m pro-choice, pro Roe and pro access. I will defend women’s rights and abortion access against all threats. I have been endorsed by Planned Parenthood and the National Organization for Women.
In 2010, Mitch Landrieu was elected Mayor and turned everything around. He left the state capitol, where was Lieutenant Governor, to serve as his home town mayor and saved that city. He was honest, diligent, and worked tirelessly to get his city the resources it needed to rebuild. Since leaving office, he's spearheaded a racial equity non profit and serves as the special advisor to President Biden regarding infrastructure issues. He's a true leader who puts his people first and I hope to emulate him.
