Biography

Pat Phillips was born in Pittsburgh, Pennsylvania. Phillips served in the United States Marine Corps as a naval aviator and a major. He attended the University of Pittsburgh. Phillips' career experience includes working as a corporate pilot.[1]

A primary election was held on October 24, 2015, with a general election held in districts where necessary on November 21, 2015. The signature filing deadline for candidates wishing to run in this election was September 10, 2015, at 4:30 p.m. CDT.[2]

We raised our 3 children, Patrick, Christina, and Natalie in Mandeville. They attended the local public and private schools, and are graduates of Loyola University and LSU. I strongly support a strong St. Tammany School system and maintaining the Taylor Opportunity Program for Students (TOPS) that we were fortunate to utilize to educate our children. Now our grandchildren are being raised in Mandeville, and we hope our the programs will continue and help with their education.||Over the past 20 years I have been passionate about being a community leader and servant and have served in the following leadership roles:|• Representative for the Republican State Central Committee (LAGOP), 11th Senatorial Dist. Growing the Economy will position Louisiana to fully take advantage of American economic gains. By focusing on pro-growth policies it will help improve our tax structure and promote business and put money back in tax-payers pockets.

We can fix the budget by giving flexibility to make comprehensive funding decisions based on program performance to meet strategic goals for the state, and do more to prevent fraud, waste and abuse of our tax dollars.

With a growing economy and sound budget we can target investments for our citizens in critical areas like health care, education and infrastructure improvements.

We need to seize the momentum recently created by St. Tammany Parish's acquisition of the $25M Federal Grant for the Phase 1 widening of I-12 and Tchefuncta Bridge from the US 190 to LA 21 interchanges, and the $52M Federal Grant approved for the Phase 2 widening I-12 from the US 190 to LA 59 interchanges.

We must parley this momentum to find funding for additional lanes to enter I-12 at the US 190 interchange. One additional lane is needed when traveling from Mandeville North to enter the interchange to head towards Slidell and one additional lane is needed when traveling from Covington South, to enter the interchange to go West towards Baton Rouge. There are NO plans currently to do so!!!
Elected officials need to be honest, transparent, have integrity.
I am a retired U.S. Marine Corps Officer and Naval Aviator. I believe my military and aviation training and experience during peace and wartime have prepared me to lead by example, be a self starter and get the job done under normal and stressful situations.

I learned a lot about service during these years and also about coalition building which I had to do with US and allied forces around the world as an officer.

Positions I held in the Marine Corps enabled me to learn how to look beyond a 5 year budget process to identify challenges that the Marine Corps would have to meet to be successful in its future mission requirements! As a member of the Advanced Concept Development Program, I was anticipating and analyzing challenges 25 to 30 years into the future. I help develop solutions, that included new equipment, new methods, new organizations, new policies and procedures that would have to be put in place to maintain a strong and ready Marine Force and subsequently address threats to our national security

I have developed significant skills during my military service that will enable me to be an effective member of the state legislature. I understand how to develop and execute budgets and manpower programs, how to organize elements to meet near and long-term objectives, how to development new concepts and methods to solve problems. ...and finally, I know how to work with and lead people to achieve common goals.

I also have conservative family, social and fiscal values.
Elected official need to put the needs of the people first.
Growing the economy and fixing the budget to have revenue to invest in our people, to provide a world class education system for our children and build and maintain our infrastructure.
Along with the governor, the state legislators need to remember they are representatives and servants of the people in the districts they come from and must provide for the best interests of their constituents and the state of Louisiana.

Their focus needs to be on accomplishing the people's business not their personal agenda.
Yes, people in general need to know about each other to understand each others personalities, their political positions and how they can compromise.
