Herbert C. Kemp
Herbert Kemp was a 2013 Democratic candidate for District 86 of the Virginia House of Delegates.[1]
Biography
Kemp obtained a B.A. in political science from West Virginia University. He later received an M.S. in System Management from the University of Southern California. Kemp has worked as an executive in the defense industry since 2001. He retired as a Colonel in the United States Air Force and served as a Deputy Director for Surveillance and Reconnaissance from 1997 to 2001.

While the full plan can be seen on the White House website, the key features are universal background checks, cracking down on gun trafficking, and banning the sale of assault-type weapons and high capacity magazines."

"Of interest, Section 5 of the Voting Rights Act was recently used to defeat unreasonably strict voter ID laws in Texas. Virginia, you may remember, along with Texas, is among the seven states singled out in the Voting Rights Act for special oversight, given their history of voter suppression. We still need Section 5!"

Kemp ran in the 2013 election for Virginia House of Delegates District 86. Kemp was defeated by Jennifer B. Boysko in the June 11 Democratic primary.[3]
