Ohioans have decided 307 ballot measures since 1910

Ballotpedia completed an inventory of all Ohio ballot measures since 1910. Between 1910 and 2025, Ohioans voted on 307 ballot measures. Voters approved 170 measures and rejected 137 measures.

The Ohio State Legislature has voted to refer 207 ballot measures to the state ballot between 1910 and 2025, while citizen initiatives made up 100 of the measures on the ballot. Legislatively referred measures were approved 69% of the time, compared to 26% for ballot initiatives.

In Ohio, citizens have the power to initiate constitutional amendments, state statutes, and veto referendums. In 1912, voters approved a constitutional amendment to allow for the initiative and referendum process.

In Ohio, the number of signatures needed to place a measure on the ballot is based on the total number of votes cast for the governor in the preceding general election.

Legislatively referred ballot measures

In Ohio, the state legislature has the power to refer constitutional amendments and state statutes to the ballot. A 60% vote is required during one legislative session for the Ohio State Legislature to place a constitutional amendment on the ballot. Amendments do not require the governor's signature to be referred to the ballot. According to Article II, Section 26 of the Ohio Constitution, the General Assembly may refer a state statute to voters that relates to public schools.
