Francis Elisha Baker (1860-1924) was a federal judge on the United States Court of Appeals for the 7th Circuit.[1]

He was nominated by President Theodore Roosevelt on December 11, 1901 to fill a seat vacated by William Allen Woods. He was confirmed by the Senate on January 21, 1902, and received commission that same day. He served until his death on March 15, 1924.[1]
