C. Todd Gilbert (Virginia)
Todd Gilbert (Republican Party) was a member of the Virginia House of Delegates, representing District 33. He assumed office on January 10, 2024. He left office on July 14, 2025.
Gilbert (Republican Party) ran for election to the Virginia House of Delegates to represent District 33. He did not appear on the ballot for the general election on November 4, 2025.
Gilbert served as state House speaker from January 2022 until January 2024.[1] On January 10, 2024, Gilbert became the House minority leader, after Democrats gained majority control of the Virginia House of Delegates following the November 2023 elections.[2]
Gilbert served as House minority leader from 2024 to 2025.[3]
Gilbert resigned from the Virginia House of Delegates District 33 on July 14, 2025 to be sworn in as an attorney for the United States District Court for the Western District of Virginia.[4]
Biography
Gilbert earned a B.A. in government at the University of Virginia in 1993 and a J.D. from Southern Methodist University School of Law in 1996. His professional experience includes working as a prosecutor for the City of Lynchburg and Shenandoah County.[5]

Gilbert and his wife, Jennifer, live on a farm near Mount Jackson. Gilbert is a member of the First Baptist Church of Woodstock, National Rifle Association, Shenandoah County Bar Association, and the Virginia State Bar Association. He also sits on the Board of the Shenandoah County Free Clinic.[20]
