Biography

Scott Hottenstein was born in Bronx, New York. He served in the U.S. Navy for 20 years, commanding a Navy Reserve Center. Hottenstein earned a B.S. in political science from the U.S. Naval Academy in 1992.

Hottenstein's career experience includes working as a public middle school civics teacher. He was selected as a finalist for the 2019 Hillsborough County Teacher of the Year Award.[1]

I am a retired naval officer who graduated from the U.S. Naval Academy in 1992 and served 24 years total. I am currently a middle school Civics teacher at a Title 1 school in Riverview, FL. My wife, Laura , is a public school counselor, and we have two sons, one in college and another in our local high school. Throughout both my careers, I've proven that I get the job done and take care of people, and I would like to bring those qualities with me to the Florida legislature so that we can fix our broken systems of government, many of which have been highlighted by the COVID-19 crisis. I've seen first hand how we need to improve Public Education, Public Health, and Public Service throughout the state, but especially here in District 57. In the Navy, I had command and leadership positions, including leading 450 Sailors in a combat zone and bringing all of them back home alive and unharmed. As a teacher, I was selected as a 2019 Hillsborough County Teacher of the Year Finalist, meaning that I was in the top 5 of over 10,000 teachers in the county. I've been a public servant all my adult life, and I'd like to serve the residents of District 57 as their next State Representative.
  • Public Education - We must fully fund our public education system, raise teacher and staff pay (not just for new teachers), end diversion of public money to for profit charter schools and voucher programs that do not meet the same standards of professionalism and inclusion as public schools, end the "test and punish" culture of school and teacher assessment, and increase funding for new school construction, support services (school counselors, psychologists, social workers), and ESE and Career and Technical programs. We also need more VPK funding and programs so that all children can attend if their parents choose. Finally, we must work to overcome the pre-existing systemic inequities in public education that COVID-19 eLearning highlighted.
  • Public Health - We need to accept the Medicaid expansion so that 850,000 more Floridians can access healthcare. We should protect against cuts to the iReady budget waivers, which help protect our most vulnerable residents. We also have public health crises with the cost of life sustaining medicines, guns, clean water, and sexual assault that must be addressed.
  • Public Service - The Florida legislature must reverse the trend of overriding the voice of "We the People" with legislation that contradicts Constitutional Amendments and referendums approved by voters. We must end corruption and conflicts of interest and take better care of all of our government employees and veterans who serve their country and community.
I am personally passionate about public policies that have negatively affected my former students. One former student must pay $1,000s out of pocket on top of expensive health insurance premiums because they are a Type 1 diabetic. The insurance company initially denied her request for a new insulin pump, which they needed because the pump they had was no longer supported by the company that sold it to them. The insurance company also tried to make them change the type of insulin and continuous glucose monitor they used. We need to cap the costs of life sustaining medicines and let doctors and their patients decide what the best medical treatment options are - not insurance companies.

I am also passionate about sexual assault prevention and reporting. Another former student did her AP Research project on sexual assault in high school and found that 84% of survey respondents thought it was a problem. She presented her research and policy recommendations to a state representative and multiple school board members and was given data that showed that 10.7% of high school students in Hillsborough County stated in the Youth Risk Behavior Survey that they had been forced to have sexual intercourse that they did not want in the past year. I will fight for better sexual assault prevention and education as well as penalties for individuals and organizations that do not follow Title IX mandated reporting procedures.
The most important characteristic or principle for an elected official is integrity. Floridians must know that our elected officials are working transparently to serve the public interest, not special interests.
My first job was washing pots and pans at a local mom & pop Italian restaurant; I was there for about a year before I moved on to Publix!
Yes, it is beneficial to build relationships with other legislators. There is no way to pass legislation by yourself, so you must build effective coalitions to implement policies that will benefit everyone.
I would like to see a non partisan redistricting process that keeps districts as geographically compact as possible.
As a veteran/retired naval officer and current middle school Civics teacher, the committees I would like to be on the Education and State Affairs Committees (which deals with Veteran issues) so that I can more directly affect those issues.
