Roger Wilson was a 2014 Democratic candidate for District 3A of the Maryland House of Delegates.[1]

Campaign themes

2014

Wilson's website highlighted the following campaign themes:

The New Economy

Roger understands the concerns about the job market and preparing our children for the 21st century workforce. Roger's number one focus as a Delegate will be the economy and jobs!

Roger's career as a technology executive has taught him the importance of education in this new economy, and the untapped potential we have to create economic opportunity through alliances with Higher Education and Private Sector partnerships. Roger is excited about the chance to take these and other new ideas to the State House.

Roger will fight for and support the following legislation as your representative:

- promote the ombudsman or public advocate office established in the 2014 MD Budget dedicated to helping businesses navigate government regulations and to partner with businesses on economic development.

- establish a 3% reduction in the corporate income tax as an incentive for businesses coming to/returning to the State.

- promote a Cybersecurity Investment Fund established in the 2014 MD Budget to attract new businesses and establish education programs with the Maryland Association of Community Colleges to support growth in Cybersecurity needs.

- establish Frederick City as a tax free zone for 10 years for new businesses in Cybersecurity, Life Sciences, Energy, Broadband, and Robotics.[2][3]

Affordable Higher Education

Roger is working hard in the Frederick community to improve our higher education system and prepare our children to compete in this new economy. Roger was appointed to the Board of Trustees at FCC by Governor Martin O'Malley in July 2013. Roger believes FCC is the economic heartbeat of the Frederick community. Furthermore, Roger understands the importance of the mission of Community Colleges and how they are well positioned to support the needs of the 21st century workforce.

Roger will fight for and support the following legislation as your representative:

- establish a Pay It Forward Trust Fund, to remove the barrier to upfront tuition and produce more 21st century workforce ready college graduates, by combating the student loan crisis and giving access to low-income and middle-class students.

- establish a Smarter Marylander Program by allocating $400 million from the Maryland Lottery System, so each Maryland high school graduate that meets specific academic criteria can attend and complete a two-year degree at a Maryland Community College free.

- establish a Mentor Marylander Program for the purpose of providing mentoring and apprenticeships for high school seniors in the area of Science, Technology, Engineering, and Math. Mentors will be eligible for tax credits based on their annual number of mentoring hours.

- establish a Science Technology Engineering and Math (STEM) Academy in Frederick City to support the demands of the New Economy.

- ensure Frederick County receives the required state and federal funding for vocational and higher education levels.[4][3]

Smarter Retirement

Roger is compassionate about taking care of our seniors in their golden years. As a retiree, you should not have to relocate to a neighboring state in order to live.

Roger will fight for and support the following legislation as your representative:

- establish a fair flat tax for our seniors.

- reduce the income tax burden for our military retirees.

- establish a Smarter Retiree Program by allocating $100 million from the Maryland Lottery System, so each Maryland Retiree can attend courses at a Maryland Community College free.

- establish a secure choice option for small businesses, so they can offer better retirement savings plans to their employees

In addition, Roger will adopt the MD Retired Federal Employees Association's initiatives and sponsor legislation in the following areas.

- Balance tax subtraction from income - Promote long care insurance to reduce Maryland's MEDICAID burden - Balance tax exemption for Maryland seniors[5][3]

Mental Health

Roger's wife, Stacey, is a Mental Health Therapist with a focus on counseling adolescents. Roger understands the concerns of many families struggling with a family member diagnosed with a mental health illness and getting the appropriate care.

Roger will fight for and support the following legislation as your representative:

- establish an ombudsman or public advocate office dedicated to helping mental health facilities and care givers to navigate government regulations.

- establish a statewide bed registry accessible by mental health facilities and care givers to identify psychiatric beds within 8 hours.

- establish education programs at the Community College level to meet the demand of mental health care needs.

- support effective reentry criminal justice and reentry programs.

- promote substance use treatment services.[6][3]

Investment in Public Education, K-12

Roger will fight to...

- increase funding to address special education needs and students at-risk

- increase investments in Science Technology Engineering and Math (STEM) programs

- increase funding to support school construction

- increase improvements to educator salaries to recruit and sustain educator talent in Frederick County

- ensure Frederick County receives the required state and federal funding programs to strengthen K-12, as well as headstart programs.[7][3]
