Roger's career as a technology executive has taught him the importance of education in this new economy, and the untapped potential we have to create economic opportunity through alliances with Higher Education and Private Sector partnerships. Roger is excited about the chance to take these and other new ideas to the State House. Roger will fight for and support the following legislation as your representative: - promote the ombudsman or public advocate office established in the 2014 MD Budget dedicated to helping businesses navigate government regulations and to partner with businesses on economic development. - establish a 3% reduction in the corporate income tax as an incentive for businesses coming to/returning to the State. - promote a Cybersecurity Investment Fund established in the 2014 MD Budget to attract new businesses and establish education programs with the Maryland Association of Community Colleges to support growth in Cybersecurity needs. - establish Frederick City as a tax free zone for 10 years for new businesses in Cybersecurity, Life Sciences, Energy, Broadband, and Robotics.[2][3] |

Affordable Higher Education
| “ | Roger is working hard in the Frederick community to improve our higher education system and prepare our children to compete in this new economy. Roger was appointed to the Board of Trustees at FCC by Governor Martin O'Malley in July 2013. Roger believes FCC is the economic heartbeat of the Frederick community. Furthermore, Roger understands the importance of the mission of Community Colleges and how they are well positioned to support the needs of the 21st century workforce.
Roger will fight for and support the following legislation as your representative: - establish a Pay It Forward Trust Fund, to remove the barrier to upfront tuition and produce more 21st century workforce ready college graduates, by combating the student loan crisis and giving access to low-income and middle-class students. - establish a Smarter Marylander Program by allocating $400 million from the Maryland Lottery System, so each Maryland high school graduate that meets specific academic criteria can attend and complete a two-year degree at a Maryland Community College free. - establish a Mentor Marylander Program for the purpose of providing mentoring and apprenticeships for high school seniors in the area of Science, Technology, Engineering, and Math. Mentors will be eligible for tax credits based on their annual number of mentoring hours. - establish a Science Technology Engineering and Math (STEM) Academy in Frederick City to support the demands of the New Economy. - ensure Frederick County receives the required state and federal funding for vocational and higher education levels.[4][3] |

Elections for the Maryland House of Delegates took place in 2014. A primary election took place on June 24, 2014. The general election was held on November 4, 2014. The filing deadline for candidates wishing to run in this election was February 25, 2014. Carol L. Krimm and Karen Lewis Young defeated Nicholas Bouquet and Roger Wilson in the Democratic primary, while Paul Smith and Victoria Wilkins were unopposed in the Republican primary. Krimm and Young defeated Smith and Wilkins in the general election for two seats.[8][9][10]
