Larry Pretlow II ran for election to the Howard County Public Schools Board of Education to represent District 2 in Maryland. He lost in the general election on November 3, 2020.

Pretlow officially changed his party affiliation to Democratic, after exiting the Republican Party on September 26, 2020.[1] Pretlow ran as a nonpartisan candidate in 2020.[2] [3]

Biography

Pretlow was born in Washington, DC. He received a degree in legal studies from the University of Maryland Global Campus in 2022, a bachelor's degree in political science in 2023, and a graduate degree in public administration in law & public policy from Liberty University with the distinction of Graduate with High Distinction.[4] His career experience includes being the CEO of LaPret World, LLC and as a songwriter and music producer.[5][6]

Pretlow has been affiliated with the following organizations:[5]

  • American Society of Composers, Authors, and Publishers (ASCAP) (elected Member)
  • Oakland Mills Community Association (board member)

I am an HCPSS parent, son of an educator, community advocate and 3 term Oakland Mills Village Board member running for Board of Education in District 2 to bring my skills of budgeting, procurement and engaging the community on the Village Board to the Board of Education where it is sorely needed. I am the CHANGE candidate for the Board of Education in a change election.

As a 3 term Oakland Mills Village Board member I have the experience necessary for serving on the board of education, listening to resident input, collecting relevant data, and working collaboratively with others for the greater benefit of the community.

With ten years of management experience working in both the Retail and Security industries, I have been responsible for employee management, operating budget, sales execution, and delivering on the guarantee of excellence in customer service.

I have two children, a daughter, and a son. I

  • Promote Great Neighborhood Schools for all Students by Keeping Communities Together

I am currently serving my third term on the Oakland Mills Village Board. I have a proven record as a community advocate working to engage the residents of Howard County for their support for progress in District 2.


District 2 has long been counted out and misrepresented by our elected officials. We are often not provided our rightful opportunities to express our views and impact the decision-making for our communities.



My primary focus in my vision to propel District 2 forward is to make our taxpayer dollars achieve more for our communities through effective public policy on housing, education, and development.
My Mother. Dr. Tharyll W. Morrow-Pretlow, Ed.D., served in the U.S. Army as a 1LT Transportation Officer and was a classroom educator for nearly 28 years before she retired. She taught me how to be strong up against adversity. It's possible to win, even when all odds are up against you.
The core responsibilities for someone elected to the Board of Education are the willingness to listen to community input, desire to serve, and commitment to the community.
I'd like to leave a legacy of bettering the school system through tangible results. District 2 has long been underserved, and we need someone who is committed to increasing transparency to make our funds achieve more. The achievement gap is only widening in a time of fiscal uncertainty, so we must ensure that every penny gets spent wisely to ensure we focus on increasing achievement for all students.

The primary job of a school board member is to provide oversight of the entire school system as a whole and especially the budget and develop policies to ensure that the needs of all students are being met. It also consists of developing logical attendance areas for school attendance and selecting sites to build new schools. They must also actively work to engage the community on important matters of education policy and ensure their needs are being met by coming up with creative, cost-efficient solutions.
BOE members represent the residents of Howard County. In particular, District 2 has long been ignored in the conversation. We must actively work to increase community input to ensure all voices in district 2 are heard.
I would work to increase community input by bringing the meetings to the community through town halls. Many folks without access to transportation find it hard to attend BOE meetings off of Route 108. We must work to make our funds achieve more by ensuring our money is spent in the classroom on proven programs to work to close the achievement gap. We also need to increase communications with our teachers to ensure their needs are met. We are finding that HCPSS has not been transparent regarding budgeting for teacher salaries as of recently.

I am committed to the people of Howard County and the state of Maryland - I have the natural ability to work across party lines and to compromise with others while considering the concerns, opinions and needs of the people, in doing so.[9]

Owe it all to the people - and no one else. Seek the input of the people, educate and inform the population while working to reach everyone impacted by what you do or will do.[9]
What legacy would you like to leave?
The protections of our civil liberties and an influence within the black community that moves us away from "oppressive mentalities" and towards the true responsibilities for our actions and decisions.[9]

Thanksgiving. Thanking others and showing appreciation is a big deal for me.[9]

My Bed. Sleep is healthy and very important.[9]
What was the last song that got stuck in your head?
Superman by Rachel Platten, my campaign ad song.[9]
What is something that has been a struggle in your life?
Settling that this is as good as it gets. I was bullied and I have also been determined to beat the odds, especially those betted against me.[9]
Do you believe that it’s beneficial for state legislators to have previous experience in government or politics?
No. Not at all. It's about being obligated to the people and protecting our civil liberties. The problem is too many lawyers - all they do is litigate and make arguments.[9]
What do you perceive to be your state’s greatest challenges over the next decade?
Education - understanding that our children need to gain a conceptual understanding of skills that can be applied in multiple real-life situations not some trumped up standardized test that demands a costly rehearsed demonstration of skills to pass a test for political gain.[9]
What do you believe is the ideal relationship between the governor and the state legislature?
Working together, checks and balances.[9]
Do you believe it’s beneficial to build relationships with other legislators? Please explain your answer.
Yes - but not at the expense of the people. People before party is my creed.[9]
What process do you favor for redistricting?
Independent Commission.[9]

Our party is broken. We have to rebuild.[9]
